A. Public Hearing on Planned Development 22- 01, Zone Change 22- 01, General Plan\nAmendment 22- 01, and Tentative Tract Map 83705 - 8601 Mission Drive\nMission Villas, LLC is proposing the development of 37 two-story dwelling units,\neight of which will be developed utilizing the City' s Small Lot Subdivision\nOrdinance. In addition, four out ofthe 37 units will be designated as affordable units.\nThe dwellings will range in size from 1, 546 to 2, 553 square feet with four different\nfloor plans. Of the 37 units, 29 would be four-bedroom single family dwelling units,\nfour would be three- bedroom duplexes, and four would be four-bedroom duplexes.\nAll units will include an enclosed two -car garage. The project also includes 25 guest\nparking spaces and access would be provided via one 40 -foot -wide driveway on\nMission Drive. In addition, the project will include new landscaping, decorative\nhardscape, exterior walls and lighting, and open space areas. The project site is\nlocated at 8601 Mission Drive ( APNs: 5389- 009- 029, 030, and 031) in the Single\nFamily Residential ( R- 1) zone.\nRecommendation: That the City Council take the following action:\n1. Conduct and open the public hearing and receive public testimony;\n2. Adopt Resolution No. 2023- 02, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, ADOPTING THE INITIAL STUDY/ MITIGATED\n2\nNEGATIVE DECLARATION AND MITIGATION\nMONITORING AND REPORTING PROGRAM AS THE\nENVIRONMENTAL DETERMINATION FOR PLANNED\nDEVELOPMENT 22- 01, ZONE CHANGE 22- 01,\nGENERAL PLAN AMENDMENT 22- 01, AND TENTATIVE\nTRACT MAP 83705;\n3. Adopt Resolution No. 2023- 04, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, APPROVING GENERAL PLAN AMENDMENT\n22- 01 AND TENTATIVE TRACT MAP 83705 TO AMEND THE\nLAND USE DESIGNATION OF THE SUBJECT SITE FROM\nLOW DENSITY RESIDENTIAL ( 0- 6 UNITS PER ACRE) TO\nMEDIUM DENSITY RESIDENTIAL ( 0- 12 UNITS PER ACRE)\nAND TO CREATE NINE LEGAL PARCELS FOR 37\nRESIDENTIAL UNITS.
