F. Approval of Traffic Improvements at the Intersection of Hart Avenue and Steele\nStreet\nAt the October 6, 2022, Traffic Commission Meeting, staff presented\nrecommendations and options for traffic improvements at the intersection of Hart\nAvenue and Steele Street. After discussion and presentation of the item, the Traffic\nCommission approved the staff' s traffic improvement recommendations for the\nintersection. Public Works Field Services staff will complete all the recommended\nitems. Additional materials and supplies that may be required to complete the work\nwill be purchased and funded by the approved Fiscal Year 2022- 2023 Traffic Signs\nand Markers budget.\nRecommendation: That the City Council approve the Traffic Commission\nrecommended items including:\n1. Install 25 MPH speed limit sign and Pavement Legend for NB and SB travel\nalong Hart Avenue.\nInstall 25MPH speed limit sign ( R2- 1) ( 30" 06") and Pavement Legend on\nthe northeast corner of Hart Avenue and Guess Street, approx. 30 feet north\nof Guess Street, for NB travel along Hart Avenue, per CAMUTCD 2B. 13.\nInstall 25MPH speed limit sign ( R2- 1) ( 30" 06") and Pavement Legend on\nthe southwest corner of Hart Avenue and Valley Boulevard, approx. 30 feet\nsouth of Valley Boulevard, for SB travel along Hart Avenue,\nper CAMUTCD 2B. 13.\n2. Repaint " STOP" pavement legend and stop bar at the intersection of Steele Street\nand Hart Avenue.\nRepaint existing " STOP" pavement legend and stop bar located at the\nintersection of Steele Street and Hart Avenue, per CAMUTCD Section 313. 20.\n3. Install CROSS TRAFFIC DOES NOT STOP plaque beneath the existing STOP\nsigns located at the intersection of Steele Street and Hart Avenue.\nInstall CROSS TRAFFIC DOES NOT STOP PLAQUE ( W44P) on the\nexisting Stop signposts located at the intersection of Steele Street and Hart\nAvenue, for WB & EB travel along Steele Street, per CAMUTCD Section\n2059; and\n4. Find the proposed work involves the maintenance and minor alteration of existing\npublic infrastructure; therefore, the project is Class 1 Categorically Exempt\npursuant to the California Environmental Quality Act (CEQA).\n7
