5.\nHeating, Ventilation, and Air Conditioning at Rivera Park and Pico Park\nGymnasiums, CIP No. 50069 – Award of Construction Contract. (500)\nRecommendation:\n1. Approve the plans and specifications for the Heating, Ventilation, and Air\nConditioning at Rivera Park and Pico Park Gymnasiums, CIP No. 50069\n(Project);\n2. Award a Construction Contract for a not-to-exceed amount of $1,307,800\nto Elegant Construction, Inc. for the Project and authorize the City Manager\nto execute the contract in a form approved by the City Attorney;\n3. Authorize the City Manager or his designee to approve change orders, as\nneeded, in an amount not-to-exceed $200,000 (approximately 15% of the\ntotal contract amount) for construction contingency;\n4. Amend the fiscal year (FY) 2025–26 Adopted Budget by appropriating\n$300,000 from the Capital Improvement Project (CIP) Fund balance to CIP\nNo. 50069;\n5. Amend the FY 2025–26 Adopted Budget by transferring $943,000 from the\nunassigned General Fund Balance to the CIP Fund and appropriating the\nsame amount to CIP No. 50069; and
