General Plan Amendment and Zone Change of Assessor’s Parcel Numbers 0297-201-07, 0297-\n061-50, 0297-061-07, 0297-061-42, 0297-061-26, 0297-061-13, 0297-061-25, and 0297-021-44\nin Accordance with the City's Certified 6th Cycle Housing Element Program 33, Requiring\nUpzoning of Five (5) Acres in a Moderate to High Resource Areas on the Easterly Portion of the\nCity to a Maximum Residential Density of Thirty (30) Dwelling Units Per Acre (du/ac) (with a\nDensity Range of 20 du/ac to 30 du/ac) (GPA 025-001/ZC 025-001) and Negative Declaration\nThe Planning Commission recommends the City Council:\n1. Approve Resolution No. 2026-____, adopting a Negative Declaration and instruct staff to\nfile a Notice of Determination with the County Clerk of the Board;\n2. Approve Resolution No. 2026-____, approving General Plan Amendment (GPA 25-001)\nto change the General Plan Land Use Designation of approximately 89 acres (Assessor’s\nParcel Numbers 0297-201-07, 0297-061-50, 0297-061-07, 0297-061-42, 0297-061-26,\n0297-061-13, 0297-061-25, and 0297-021-44) of existing agricultural/equestrian (AG/EG)\nto Planned Development (PD*); and\n3. Introduce and conduct the first reading of Ordinance No.____ , to Rezone (ZC 25-001)\nAssessor’s Parcel Numbers 0297-201-07, 0297-061-50, 0297-061-07, 0297-061-42,\n0297-061-26, 0297-061-13, 0297-061-25, and 0297-021-44 as Planned Development\n(PD*), consistent with Program 33 of the City’s certified 6th Cycle Housing Element which\nrequires rezoning to accommodate higher-density multifamily residential development in\nhigh-resource areas.\nCity Council Legislative
