5.9 AWARD OF A PUBLIC WORKS CONSTRUCTION CONTRACT FOR THE\nFISCAL YEAR 2025-2026 AMERICANS WITH DISABILITIES ACT CURB\nRAMP INSTALLATION PROJECT - COMMUNITY DEVELOPMENT BLOCK\nGRANT TO CARTER ENTERPRISES GROUP, INC. DBA PAVEMENT REHAB\nCOMPANY IN THE AMOUNT OF $96,000 (Parco)\nRECOMMENDATION:\n1)\nApprove the plans and specifications for the Fiscal Year 2025-2026\nAmericans with Disabilities Act Curb Ramp Installation Project –\nCommunity Development Block Grant (Project); and\n2)\nFind that the Project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), Class 1, pursuant to CEQA\nGuidelines, Section 15301; and\n3)\nAward a Public Works Construction Contract to the lowest responsive,\nresponsible bidder Carter Enterprises Group, Inc. DBA Pavement\nRehab Company of Yorba Linda, California, in the amount of $96,000\nand reject all other bids; and\n4)\nAuthorize the Mayor to execute the proposed Public Works\nConstruction Contract.\nItem No. 5.9
