1.\nCONSIDERATION OF RESOLUTION 2604 DECLARING A FISCAL\nEMERGENCY; CALLING AND GIVING NOTICE OF A SPECIAL\nELECTION TO BE HELD ON JUNE 2, 2026; AND SUBMITTING ONE\nBALLOT MEASURE TO THE VOTERS TO CONSIDER AMENDING THE\nSan Marino City Code to Add a New Article 05\n(“TRANSACTION AND USE TAX” TO CHAPTER XXVI, TO ESTABLISH\nA ONEPERCENT TRANSACTION AND USE GENERAL TAX); AND\nDESIGNATING INDIVIDUALS TO SUBMIT PRIMARY AND REBUTTAL\nBALLOT ARGUMENTS IN FAVOR OF THE BALLOT MEASURE\nRecommendation: Staff recommends the City Council, by unanimous vote:\na) Designate the City Council to Submit the Primary Argument in Favor of the Ballot\nMeasure, and the Rebuttal Argument to any Argument in Opposition to the Ballot\nMeasure.\nb) Approve Resolution No. R2604, Declaring a Fiscal Emergency; Calling and Giving\nNotice of a Special Election to be Held on June 2, 2026, and Submitting One Ballot\nMeasure to the Voters to Amend the San Marino City Code to Add a New Article 05\n(“Transactions and Use Tax”) to Chapter XXVI, to Establish a OnePercent\nTransaction and Use General Tax; and Designating Individuals to Submit Primary and\nRebuttal Ballot Arguments in Favor of the Ballot Measure.\nCONSENT CALENDAR
