(56)\n13-1301-S11\nPUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’\nREPORT relative to the application and award for Fiscal Year 2025\nSecurity the Cities (STC) Program Sustainment Funding and Budget\nModifications for Fiscal Year 2020-2024 Awards.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the Mayor, or designee, to:\na. Accept on behalf of the City, the STC Program\nSustainment Fiscal Year 2025 Budget Period 6 award\nfrom the United States Department of Homeland\nSecurity - Countering Weapons of Mass Destruction\nOffice, for the performance period effective from\nSeptember 1, 2020 through August 31, 2030.\nb. Negotiate and execute amendments to an existing\nmemorandum of agreement with the Los Angeles World\nAirports (Contract No. C-140372) to increase its total\ncontract amount by $50,000.00 for a new contract amount\nof $266,370.00, subject to the approval of the City\nAttorney as to form.\nc. Negotiate and execute amendments to an existing\nmemorandum of agreement with the Port of Los Angeles\n(Contract No. C-140220) to increase its total contract\namount by $50,000.00 for a new contract amount of\n$246,470.00, subject to the approval of the City Attorney\nas to form.\nd. Negotiate and execute amendments to subrecipient\nagreements with the Long Beach Police Department\n(Contract No. C-140156) to increase its total contract\namount by $20,000.00 for a new contract amount of\n$226,420.00, subject to the approval of the City Attorney\nas to form.\ne. Negotiate and execute amendments to subrecipient\nagreements with the Los Angeles County Department of\nPublic Health (Contract No. C-140131) to increase its total\ncontract amount by $285,000.00 for a new contract\namount of $823,007.50, subject to the approval of the City\nAttorney as to form.\nf. Negotiate and execute amendments to subrecipient\nagreements with the Los Angeles County Sheriff’s\nDepartment (Contract No. C-140223) to increase its total\ncontract amount by $100,000.00 for a new contract\namount of $749,775.00, subject to the approval of the City\nAttorney as to form.\ng. Negotiate and execute amendments to subrecipient\nagreements with the Orange County Sheriff’s Department\n(Contract No. C-140137) to increase its total contract\namount by $75,000.00 for a new contract amount of\n$287,295.00, subject to the approval of the City Attorney\nas to form.\n2. AUTHORIZE the Mayor, or designee, to prepare Controller\ninstructions for any technical adjustments, subject to approval of\nthe City Administrative Officer (CAO); and, AUTHORIZE the\nController to implement the instructions.\n3. DIRECT the LAPD and the CAO, and REQUEST the Mayor to\nreport on the Securing the Cities Grant Program agreement\nbetween the City and the Department of Homeland Security\n(DHS), specifically as it pertains to whether the agreement\nobligates the City to any data-sharing with DHS or any other\nreporting requirements, and if data or reporting is required,\ndetail the reporting that is provided and what data is being\nshared.\nFiscal Impact Statement: The CAO reports that approval of the\nrecommendations in the report will provide the Mayor’s Office with\nauthority to increase funding for existing contracts with partner\njurisdictions for the continuance of Fiscal Years 2020 through 2024\nSTC Grant Program Sustainment Funding awards and approved\ncarryover funding from the FY 2020, FY 2021, FY 2022, FY 2023 and\nFY 2024 awards. No matching funds are required and there is no\nimpact to the General Fund.\nFinancial Policies Statement: The CAO reports that the\nrecommendations in the report are in compliance with the City's\nFinancial Policies in that all grant funds will be expended for grant-\neligible activities.
