(40)\n26-0175\nMOTION (RODRIGUEZ - PADILLA, et al.) relative to a report on Los\nAngeles Police Department (LAPD) crowd-control and crowd-\nmanagement tactics used during public demonstrations citywide.\nRecommendations for Council action:\n1. DIRECT the Chief of Police to appear before the City Council\nand report on LAPD crowd-control and crowd-management\ntactics used during public demonstrations citywide, including:\na. Current policies, training, and supervision related to crowd\nmanagement and public assembly events\nb. The use of skirmish lines, dispersal orders, crowd-control\nformations, and enforcement actions during demonstrations\nc. Communication and de-escalation strategies used to engage\nwith demonstrators and the public\nd. Protocols governing coordination with federal, state, or other\noutside law enforcement agencies during demonstrations\ne. Departmental guidelines and training related to youth-led\ndemonstrations and interactions with minors when they are\npresent at public demonstrations.\n2. REQUEST the Police Commission, with the assistance of the\nChief of Police, to review LAPD crowd-management policies,\nincluding use of force, coordination with outside agencies, and\ninteractions with minors, and report back with recommended\npolicy and training revisions.
