(47)\n26-0060\nPUBLIC SAFETY COMMITTEE REPORT relative to requesting a\nreport on the Emergency Management Department’s resources and\ncapacity, including staffing and budget, comparisons with peer cities,\nand recommendations to enhance emergency preparedness,\nresponse, and recovery.\nRecommendation for Council action, pursuant to Motion (Rodriguez –\nMcOsker):\nDIRECT the Emergency Management Department, with the\nassistance of the City Administrative Officer (CAO) and the Chief\nLegislative Analyst (CLA), to report on the following:\n1. Current staffing levels, budget, organizational structure, and\noverall operational capacity.\n2. Whether existing resources are sufficient to meet the increasing\nfrequency, severity, and scale of emergencies facing the City.\n3. A comparative analysis of emergency management\ndepartments in other large cities and jurisdictions, including\nstaffing ratios, budget allocations, core responsibilities, and\norganizational models.\n4. Recommendations for any additional staffing, funding, or\nstructural changes necessary to ensure the City is adequately\nprepared to plan for, recover from and respond to future\nemergencies.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
