(62)\n25-1152\nARTS, PARKS, LIBRARIES, AND COMMUNITY ENRICHMENT and\nRULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS\nCOMMITTEES’ REPORTS relative to requiring a disclosure statement\nof prior criminal history for individuals who seek to serve on a\nNeighborhood Council (NC).\nA. ARTS, PARKS, LIBRARIES, AND COMMUNITY ENRICHMENT\nCOMMITTEE REPORT\nRecommendations for Council action, as initiated by Motion\n(Rodriguez – Padilla):\n1. REQUEST the Board of Neighborhood Commissioners\n(BONC), with the assistance of the Department of\nNeighborhood Empowerment (DONE), City Clerk, and the\nCity Attorney, to report to Council on the feasibility of\nrequiring NC applicants to disclose their status as\nregistered sex offenders, and to evaluate the feasibility of\nprohibiting individuals on the registry from serving on NCs\nthrough election, appointment, or selection.\n2. REQUEST the BONC, with the assistance of the DONE\nand the City Attorney, to work with the Los Angeles City\nCharter Commission to explore and report to Council on\nthe feasibility of incorporating a disclosure requirement, as\nwell as any related prohibitions, into the City Charter, with\nthe goal of strengthening safeguards for youth and\nensuring that NC spaces remain safe and secure.\n3. INSTRUCT the Chief Legislative Analyst (CLA), with the\nassistance of the City Attorney and Civil + Human Rights\nand Equity Department (CHRED), and in consultation with\nthe BONC and DONE, to report to Council on the risks of\ndisparate impact on the LGBTQ+ community and propose\nmitigation strategies before enforcement begins.\nB. RULES,\nELECTIONS\nAND\nINTERGOVERNMENTAL\nRELATIONS COMMITTEE REPORT\nRecommendations for Council action, pursuant to Motion\n(Rodriguez – Padilla):\n1. REQUEST the BONC, with the assistance of\nthe DONE, City Clerk, and the City Attorney, to report to\nCouncil on the feasibility of requiring NC applicants to\ndisclose their status as registered sex offenders, and to\nevaluate the feasibility of prohibiting individuals on the\nregistry from serving on NCs through election,\nappointment, or selection.\n2. REQUEST the BONC, with the assistance of the DONE\nand the City Attorney, to work with the Los Angeles City\nCharter Commission to explore and report to Council on\nthe feasibility of incorporating a disclosure requirement, as\nwell as any related prohibitions, into the City Charter, with\nthe goal of strengthening safeguards for youth and\nensuring that NC spaces remain safe and secure.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
