(49)\n25-1437\nPUBLIC SAFETY COMMITTEE REPORT relative to requesting a\nreport on options to strengthen enforcement against illegal dumping,\nincluding increasing fines, addressing enforcement gaps, improving\ndeterrence strategies, and exploring a dedicated revenue stream to\nsupport cleanup efforts and public reporting programs.\nRecommendations for Council action, pursuant to Motion (Harris-\nDawson - Price):\n1. INSTRUCT the Bureau of Sanitation (BOS), in coordination\nwith the Bureau of Street Services (BSS), the Los Angeles\nPolice Department (LAPD), the Office of the City Attorney, and\nother relevant departments authorized to address and enforce\nthe City’s Illegal Dumping laws to prepare and submit a report to\nthe City Council on the feasibility to:\na. Increase at the City-level the criminal fines for illegal\ndumping of all forms of waste materials on unauthorized\npublic property or on private land for both first-time and\nrepeat offenders.\nb. Address the current gaps in enforcement and the\nnecessary resources required to implement a more\naggressive enforcement strategy.\nc. Develop a strategy to maximize deterrence and\nprosecution with the end goal of decreasing the incidents\nof illegal dumping across the City.\n2. INSTRUCT the BOS to report on the feasibility of establishing\na dedicated revenue stream, supported by the increased fines\ncollected from illegal dumping violations, to fund expanded\ncleanup efforts and public reward programs designed to\nencourage residents to report illegal dumping activities.\nFiscal Impact Statement: Neither the City Adminstrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
