(61)\n25-1159\nPUBLIC\nSAFETY\nand\nBUDGET\nAND\nFINANCE\nCOMMITTEES’ REPORT relative to the Fiscal Year (FY) 2025-26\nAlcohol Policing Partnership (APP) Program grant application and\naward.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. APPROVE and AUTHORIZE the Chief of Police, Los Angeles\nPolice Department (LAPD), or designee, to:\na. Retroactively apply for and accept the FY 2025-26 APP\nProgram grant, in the amount of $100,000 from the State\nof California Department of Alcoholic Beverage Control,\nfor the period of July 1, 2025 through June 30, 2026.\nb. Negotiate and execute any documents or agreements\nnecessary to accept the grant, subject to the approval by\nthe City Attorney as to form.\n2. AUTHORIZE the LAPD to:\na. Spend up to $100,000 in funding in accordance with the\ngrant award agreement.\nb. Submit grant reimbursement requests to the grantor and\ndeposit the FY 2025-26 APP grant funds received under\nthis agreement into the LAPD Grant Fund No. 339/70,\naccount number to be determined.\nc. Prepare Controller’s instructions for any technical\nadjustments as necessary to implement Mayor and\nCouncil intentions, subject to the approval of the City\nAdministrative Officer (CAO); and, authorize the Controller\nto implement the instructions.\n3. AUTHORIZE the Controller to:\na. Establish a grant receivable and appropriate up to\n$100,000 within the LAPD Grant Fund No. 339/70,\naccount number to be determined, for the receipt and\ndisbursement of the FY 2025-26 APP Program grant\nfunds.\nb. Increase appropriations and transfer, as necessary, from\nFY 2025-26 APP Program grant funds, Fund No. 339/70,\naccount number to be determined, to Fund No. 100/70,\naccount numbers and amounts as follows:\ni. Account No. 001092 – Overtime Sworn; Amount:\n$90,000\nii. Account No. TBD – Related Costs; Amount: $9,350\nFiscal Impact Statement: The CAO reports that approval of the\nrecommendations stated in the report will authorize the LAPD to\naccept a grant award in the amount of $100,000 from the State of\nCalifornia Department of Alcoholic Beverage Control for participation\nin the FY 2025-26 APP Program. There is no matching requirement\nassociated with this grant award. There is no additional impact on the\nGeneral Fund.\nFinancial Policies Statement: The CAO further reports that the\nrecommendations provided in this report comply with the City’s\nFinancial Policies in that, to the extent possible, one-time grant\nfunding will be utilized for one-time program expenditures.
