(12)\n25-1036\nHOUSING AND HOMELESSNESS COMMITTEE REPORT and\nCOMMUNICATION FROM THE CHAIR AND MEMBER, ENERGY\nAND ENVIRONMENT COMMITTEE relative to options on adopting an\nordinance establishing a maximum indoor temperature threshold for\nrental housing units in the City; and related matters.\nRecommendations for Council action, as initiated by Motion\n(Hernandez, et al. – Soto-Martinez):\n1. INSTRUCT the Los Angeles Housing Department (LAHD), the\nDepartment of City Planning (DCP), and the Department of\nBuilding and Safety (DBS), with the assistance of the City\nAttorney, to report in 180 days with options for an ordinance to\nadopt Chapter 11.20 of Title 11 – Health and Safety of the Los\nAngeles County Code to establish a maximum indoor\ntemperature threshold for all rental housing units in the City, and\nto do so with the collaboration of Los Angeles County Agencies.\n2. DIRECT the LAHD, the DCP, and the DBS to facilitate\nstakeholder involvement and feedback in order to receive input\nand recommendations for the report and process in order to\neffectuate the policy.\n3. REQUEST the Los Angeles Department of Water and Power\n(LADWP); and, DIRECT the Los Angeles Housing Department\nto report with recommendations to expand and align incentive\nand efficiency programs that allow renters to access and install\nenergy-efficient air conditioning equipment, including updating\nprevious shared programs such as Gateway-to-Green (G2G).\n4. REQUEST the LADWP to report on existing renewable energy\nand energy-efficiency incentive programs available to apartment\nbuilding owners, with recommendations for expanding support\nfor the installation and long-term maintenance of efficient air\nconditioning equipment, such as by partnering with and\npromoting available local union-run Heating, Ventilation, and Air\nConditioning (HVAC) rebates. The report should also consider\nopportunities to layer incentives for complementary\nimprovements, such as solar generation/storage and "cool\nroofs" on the same site.\n5. REQUEST the LADWP to report with a thorough grid capacity\nanalysis before adoption of an ordinance to avoid unintended\nrisks to the power system.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
