ENV-2022-\n6860-ND, and PLANNING AND LAND USE MANAGEMENT\nCOMMITTEE REPORT relative to an appeal for the properties located\nat 1420 and 1500 North Coil Avenue; and 1532, 1540, and 1542 North\nAlameda Street.\nRecommendations for Council action:\n1. FIND, after consideration of the whole of the\nadministrative record, the project was assessed in\nNegative Declaration No. ENV-2022-6860-ND, adopted on\nDecember 10, 2025, and pursuant to California\nEnvironmental Quality Act Guidelines Section 15162, no\nsupplemental or subsequent Environmental Impact Report\nor negative declaration is necessary.\n2. ADOPT the FINDINGS of the Los Angeles City Planning\nCommission (LACPC) as the Findings of Council.\n3. RESOLVE TO DENY THE APPEAL filed by Coalition for\nResponsible Equitable Economic Development Los\nAngeles (CREED LA) (Representative: Andrew Graf,\nAdams Broadwell Joseph & Cardozo), and THEREBY\nSUSTAIN the LACPC’s determination in approving,\npursuant to Los Angeles Municipal Code (LAMC) Section\n12.24 X.22, a Zoning Administrator Determination to allow\nTransitional Height of 65 feet within a distance of 100 to\n199 feet from the R1 zone, in lieu of the Transitional\nHeight of 61 feet otherwise allowed by LAMC\n12.21.1.A.10; for the improvement and expansion of an\nexisting one-story, 42-foot tall, 221,496 square-foot cold\nstorage facility, resulting in a two-story, 65-foot tall,\n267,960 square foot facility, with a total 0.36:1 Floor Area\nRatio, the expansion includes the demolition of 27,157\nsquare feet of an existing cold dock for a new 71,331\nsquare foot freezer, resulting in a net addition of 44,174\nsquare feet of new floor area, the improvements include\n2,290 square feet of a new engine/mechanical room,\nelectrical room, and fire pump room, the Project also\ninvolves a new automated racking system, other interior\nimprovements, and reducing the length of the existing\ndouble rail spur, the Project will provide 114 parking\nspaces, with no trees to be removed, and the grading of\nless than 500 cubic yards of soil and import of 7,000 cubic\nyards of soil; for the properties located at 1420 and 1500\nNorth Coil Avenue; and 1532, 1540, and 1542 North\nAlameda Street, subject to Conditions of Approval.\nApplicant: Richard Burke, Konoike Pacific Calf Inc.\nRepresentative: John Parker, Pacific Crest Consultants\nCase No. CPC-2022-6859-GPA-HD-ZAD-WDI-1A\nEnvironmental No. ENV-2022-6860-ND\nFiscal Impact Statement: The LACPC reports that there is no General\nFund impact as administrative costs are recovered through fees.
