(10)\n26-0072\nCD 14\nECONOMIC DEVELOPMENT AND JOBS COMMITTEE REPORT\nAND ORDINANCE OF INTENTION FIRST CONSIDERATION relative\nto renewing the Downtown Industrial District BID, Property Based, for a\nproposed seven-year term beginning January 1, 2027 and ending\nDecember 31, 2033.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. PRESENT and ADOPT the accompanying ORDINANCE OF\nINTENTION, dated January 20, 2026, to establish a Property\nand BID to be known as the Downtown Industrial District BID,\npursuant to the Provisions of the Property and BID Law of 1994\n(Division 18, Part 7, Streets and Highways Code, State of\nCalifornia) and to levy assessments.\n2. APPROVE Recommendation Nos. 1 through 17 contained in\nthe Revised City Clerk report dated January 23, 2026, attached\nto Council file No. 26-0072, relative to the Downtown Industrial\nDistrict BID, Property Based, for a proposed seven-year term.\n3. REQUEST the City Attorney, with the assistance of the City\nClerk, to prepare an enabling Ordinance establishing the\nDowntown Industrial District BID for City Council consideration\nat the conclusion of the required public hearing.\n4. NOTE and FILE the City Clerk report dated January 13, 2026,\nattached to the Council file.\nFiscal Impact Statement: The City Clerk reports that the assessment\nlevied on the City-owned property within the District to be paid from\nthe General Fund total $16,929.76 for the first year of the District.\nFunding is available in the Business Improvement District Trust Fund\n659 to pay the General Fund share of the assessment for the first\noperating year. Proposition 218 requires the separation of general\nbenefits from the special benefits. The general benefit portion for the\nDowntown Industrial District Business Improvement District is\n$128,636.60 for the first year. However, funds other than assessment\nrevenue must be budgeted annually for the general benefit expense\nfor the remaining years of the BID's seven-year term. Funding is\navailable in the Business Improvement District Trust Fund 659 to pay\nthe General Fund share of the assessment for the first operating year.
