F.4.\nRUSSIAN LANGUAGE PUBLIC LIBRARY ENHANCEMENTS [J.\nHEILMAN, C. BYERS]:\nSUBJECT: The City Council will consider evaluating possible\nenhancements to the Russian Language Public Library, located at: 7362\nSanta Monica Boulevard. This evaluation may include increasing funding,\nconsideration of transitioning the funding structure to a grant-based\napproach, and space optimization strategies to support expanded\nprogramming to better serve the community.\nRECOMMENDATIONS: 1) Direct staff to evaluate potential enhancements\nto the Russian Language Public Library, including increased funding, the\nfeasibility of transitioning from a reimbursement-based funding model to a\ngrant-based structure, and space optimization strategies to support\nexpanded programming; and 2) Direct staff to return to the City Council\nwith a report that includes recommendations.
