BARTLE]:\nSUBJECT: The City Council will consider issuing a commitment letter and\nloan from the Affordable Housing Trust Fund to West Hollywood\nCommunity Housing Corporation, a non-profit housing developer and\noperator, in the amount of $4,245,000 for acquisition financing at 1006\nand 1010 N. Edinburgh Avenue.\nRECOMMENDATIONS: 1) Authorize the City Manager or designee to\nexecute a commitment letter in substantially the form attached, pledging\n$4,245,000 for acquisition financing for the development of between 55\nand 65 affordable housing units at 1006 and 1010 N. Edinburgh Avenue;\n2) Authorize the Director of Finance and Technology Services to allocate\n$200,000 from the Affordable Housing Trust Fund to cover the costs\nassociated with plan check services; 3) Authorize the City Manager or\ndesignee to designate $4,445,000 from the City’s General Fund to the\nCity’s Affordable Housing Trust Fund; 4) Authorize the Director of Finance\nand Technology Services to: allocate $4,445,000 from unallocated\nreserves in the General Fund; establish a $4,445,000 budget for an\ninterfund transfer from the General Fund to the Affordable Housing Trust\nfund; establish a $4,245,000 budget for the purposes of funding the loan;\nand establish a $200,000 budget to fund the costs associated with plan\ncheck services; and 5) Authorize the City Manager or designee to execute\nall documents incident to the agreement.

BYERS]:\nSUBJECT: The City Council will consider approving a Co-Sponsorship\nAgreement for the “Food Day in WeHo” event, organized by Plant Based\nTreaty Los Angeles on Sunday, April 12, 2026, at Plummer Park.\nRECOMMENDATIONS: 1) Approve a Co-Sponsorship Agreement for the\n“Food Day in WeHo” event, organized by the Plant Based Treaty Los\nAngeles on Sunday, April 12, 2026, in Plummer Park; 2) Authorize the City\nManager to execute documents incident to the Co-Sponsorship\nAgreement between the City and Plant Based Treaty Los Angeles; 3)\nWaive the Facility Use Fee, Special Event Permit Fee, Encroachment fee,\n3-hour parking limit at the Plummer Park parking lot for event participants,\nand any other ancillary fees for vendors and event organizers (estimated\n$7136); 4) Approve the waiver of Temporary Peddler’s License Permit\nFees and Business Tax Certificates for merchants participating in the\nevent in an amount estimated to be $4,550 in waived fees; 5) Direct the\nCommunications Department to utilize all appropriate communication tools\nto promote the events including, but not limited to, the City’s website, a\npress release, and social media tools; 6) Authorize the Director of Finance\nand Technology Services to allocate $10,000 from unallocated General\nFund reserves to the FY 26 Special Council Programs Account 100-1-01-\n00-531001 for costs associated with the event, and increase the budget\nfor Special Council Programs by the same amount; and 7) Authorize the\nDirector of Finance and Technology Services to allocate $10,000 from\nbudgeted funds in the Special Council Programs account number 100-1-\n01-00-531001 for costs associated with the event.

F.4.\nRUSSIAN LANGUAGE PUBLIC LIBRARY ENHANCEMENTS [J.\nHEILMAN, C. BYERS]:\nSUBJECT: The City Council will consider evaluating possible\nenhancements to the Russian Language Public Library, located at: 7362\nSanta Monica Boulevard. This evaluation may include increasing funding,\nconsideration of transitioning the funding structure to a grant-based\napproach, and space optimization strategies to support expanded\nprogramming to better serve the community.\nRECOMMENDATIONS: 1) Direct staff to evaluate potential enhancements\nto the Russian Language Public Library, including increased funding, the\nfeasibility of transitioning from a reimbursement-based funding model to a\ngrant-based structure, and space optimization strategies to support\nexpanded programming; and 2) Direct staff to return to the City Council\nwith a report that includes recommendations.

ERICKSON]:\nSUBJECT: The City Council will direct staff to evaluate the current Kings\nRoad Park facility usage and consider increasing the number of days the\nfacility is available for community reservations from once a month to every\nSaturday.\nRECOMMENDATIONS: 1) Direct staff to evaluate the current Kings Road\nPark facility usage and consider increasing the number of days the facility\nis available for community reservations from once a month to every\nSaturday; and 2) Report back to Council within 90 days with an update on\nthis directive.

HANG]:\nSUBJECT: The City Council will consider amending the City\nCouncilmember list of pre-approved organizations and events to include\nthe annual Sociable City Summit hosted by the Responsible Hospitality\nInstitute.\nRECOMMENDATION: Approve the addition of the annual Sociable City\nSummit hosted by the Responsible Hospitality Institute to the list of pre-\napproved organizations and events that members of the City Council are\npermitted to attend each year.

MEISTER]:\nSUBJECT: The City Council will consider directing Staff to conduct a\nBillboard Saturation Study, which would evaluate the value and revenue\nimpacts associated with allowing the installation of new billboards in West\nHollywood, beyond the billboards currently under construction, approved,\nor in review under the Sunset Arts & Advertising Program (SAAP).\nRECOMMENDATION: Direct Staff to conduct a Billboard Saturation\nStudy, which would evaluate the value and revenue impacts associated\nwith allowing the installation of new billboards in West Hollywood, beyond\nthe billboards currently under construction, approved, or in review under\nthe Sunset Arts & Advertising Program (SAAP).
