16.\nCONTRACT AMENDMENT: PURCHASE OF CARBON FILTER MEDIA FOR THE\nGROUND WATER TREATMENT PLANT – F2M23-6B, C2M23-63, M2M26-39\nOn July 24, 2023, the City Council approved an award of contract to Calgon Carbon\nCorporation for the purchase of Filter Media for the Ground Water Treatment Plant, in an\namount not to exceed $175,000.00 per year, with two additional one-year renewal options,\nfor a total amount not to exceed $525,000.00 over a three-year period (Contract No.\nC2M23-63). Effective February 16, 2024, the City’s domestic water supply operates under\nPermit Amendment 1910001PA-006, issued by the State Water Resources Control Board,\nDivision of Drinking Water. This amendment mandates a non-detect standard for all\nVolatile Organic Compounds (VOCs). The City’s Ground Water Treatment Plant has\nfourteen carbon filters, each containing 20,000 pounds of granular activated carbon\ndesigned to remove the above-mentioned VOCs. Consequently, the City has increased\nthe frequency of its Granular Activated Carbon change-outs to ensure immediate removal\nof any detected traces of VOCs.\nRecommended Action:\nCity Council approve an amendment to Contract No.\nC2M23-63 with Calgon Carbon Corporation for the purchase of carbon filter media for the\nGround Water Treatment Plant, subject to final language approval by the City Manager\nand City Attorney, to increase the contract amount by $100,000.00 for additional ground\nwater filtering; and, direct staff to undertake the steps necessary to finalize Council’s\naction.
