1.\nPUBLIC HEARING FOR A SUBSTANTIAL AMENDMENT TO THE 2025-2026 ANNUAL\nACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nPROGRAM – F2M25-36, N2M25-166, M2M26-33\nThis is the time and place set by Notice No. N2M25-166 for the City Council to hold a\npublic hearing on the proposed Substantial Amendment to the 2025-26 Annual Action\nPlan to receive public comment on the proposed changes. From time to time, it is\nnecessary for the City to process Substantial Amendments to allow for new or modified\nactivities or other program-related administrative actions, as well as to ensure expenditure\ntimeliness compliance. Staff is currently seeking authorization to establish a new\ninfrastructure activity in the current 2025-2026 Action Plan Year in an amount up to\n$374,114 from prior unspent CDBG funds. The project is an eligible CDBG activity under\nSection 570.201(c) of the Federal Regulations (Public Facility and Improvements Activity),\nand it meets the National Objective of benefiting Limited Clientele Activities\n570.208(a)(2)(ii)(A). The proposed project includes sidewalk, apron, curb, and gutter\nimprovements. However, CDBG funds will be used specifically for the repair of\napproximately 21,437 square feet of sidewalk to improve accessibility for seniors and\npersons with disabilities and mobility impairments. This Substantial Amendment to the\n2025-2026 Annual Action Plan ensures the City is compliant with CDBG spending\nrequirements under 24 CFR 570.902(a). On January 6, 2026, staff presented the\nproposed project to the Housing and Community Development Citizen Advisory\nCommittee (HCDA), with the HCDA in concurrence with staff’s recommendation to\nproceed to the public hearing. The Substantial Amendment was published in the local\nnewspaper (Pasadena Star News), and made available for review at City Hall, the\nAlhambra Library, and the City’s CDBG administration website. The 30-day review period\nbegan on January 23, 2026 and concluded on February 23, 2026 at 5:00 PM. No\ncomments were received as of the drafting of the staff report. 10.\nGRANT AGREEMENT WITH SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT\nTO SUPPORT THE CITY’S COMPREHENSIVE WATER MASTER PLAN UPDATE –\nF2M25-51, F2M26-18, M2M26-35\nThe San Gabriel Valley Municipal Water District (SGVMWD) provides reliable\nsupplemental water for the communities of Alhambra, Azusa, Monterey Park, and Sierra\nMadre in a cost-effective and environmentally responsible manner. The SGVMWD also\nprovides financial assistance to implement programs that will increase water conservation\nand promote water use efficiency. The City applied for financial assistance via the\nSGVMWD’s FY 2025 City Grant Program to update the City's Water Master Plan (WMP).\nThe update aims to create a comprehensive WMP to guide strategic planning and\nbudgeting. In addition, it will proactively address long-term growth and emergency\nresponse by anticipating demand and regulatory shifts. The primary goal is to guarantee\nwater security and environmental health for the entire community.\nRecommended Action:\nCity Council approve a Grant Agreement to receive an\namount of $50,000.00 from the San Gabriel Valley Municipal Water District to provide\nsupport in the development of the City’s comprehensive Water Master Plan (WMP); and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 11.\nNOTICE INVITING BIDS: CITY HALL ENERGY MANAGEMENT SYSTEM HVAC\nCONTROLS RETROFIT AND UPGRADE – F2M26-25, N2M26-20\nThe City Hall Energy Management System (EMS) is beyond its useful life, and it is no\nlonger supported by the manufacturer. This project will remove and replace the aging\nsystem with new hardware and furnish and install new controls and sensors needed for\nthe new system. Specifications have been prepared and will be included in the advertised\nNotice Inviting Bids.\nRecommended Action:\nCity Council authorize staff to issue a Notice Inviting Bids to\nprospective contractors for the City Hall Energy Management System (EMS) HVAC\nControls retrofit and upgrade, with bids due no later than 10:30 a.m. on April 2, 2026, and\nopened on 11:00 a.m. that same day; and, direct staff to undertake the steps necessary\nto finalize the Council’s action.

12.\nNOTICE INVITING BIDS: ROOF REPLACEMENT AT CITY HALL (SOUTH\nSTRUCTURE) – F2M26-26, N2M26-21\nThe roof at the south side of City Hall is over 20-plus years old, and it is in need of\nreplacement. Water damage in the Parks and Recreation Department has been observed.\nThe recommendation is to remove the existing roof and underlayment, and repair any\ndamaged decking. Specifications have been prepared and will be included in the\nadvertised Notice Inviting Bids.\nRecommended Action:\nCity Council authorize staff to issue a notice inviting bids to\nprospective contractors for Roof Replacement at Alhambra City Hall, with bids due no later\nthan 10:30 a.m. on April 2, 2026 and opened on 11:00 a.m. that same day; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action.

13.\nCONTRACT AMENDMENT: CITY ENGINEERING SERVICES FOR FY 2025-2026 –\nF2M2-57, C2M2-46, M2M26-36\nTranstech Engineers provides City Engineering Services to the Public Works Department\non an as needed basis. Transtech invoices the City on an hourly basis, depending on the\ntype and amount of work performed. Due to the increased amount of Accessory Dwelling\nUnit plan checks and Traffic Studies during Fiscal Year 2025-2026, Transtech was\nrequired to do work that exceeded the contract amount by $200,00.00. A portion of the\nadditional work is offset by project and plan check revenues collected. This amendment\nwill only cover additional work performed in Fiscal Year 2025-2026.\nRecommended Action:\nCity Council approve an amendment to the Agreement with\nTranstech Engineers for Fiscal Year 2025-2026 for an additional $200,000.00; authorize\nthe City Manager to sign the Agreement on behalf of the City Council; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 14.\nAWARD CONTRACT: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nFY 2025-2026 SB1 STREET REHABILITATION PROJECT – F2M25-35, RFP2M25-18,\nC2M26-14, M2M26-37\nOn September 8, 2025, the City Council authorized the distribution of a Request for\nProposals (RFP) for Professional Engineering Design Services for Plans, Specifications\nand Cost Estimate for the FY 2025-26 SB1 Street Rehabilitation Project. Eight proposals\nwere received. Staff reviewed and evaluated the responding proposals and found the\nproposal submitted by Elie Farah Inc conforms to the RFP and received the highest score.\nConsultants were scored on proposal format, understanding of work, experience with\nsimilar kind of work, qualifications of staff and performance on previous projects. Once the\nplans are complete, a Notice Inviting Bids for the construction phase of the project will be\npresented to City Council for consideration.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Elie Farah Inc. in the amount of\n$136,700.00 for Professional Engineering Design Services for Plans, Specifications and\nCost Estimate for the FY 2025-26 SB1 Street Rehabilitation Project; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 15.\nCONTRACT AMENDMENT: CITYWIDE BUS STOP IMPROVEMENTS PROJECT –\nF2M21-68, C2M25-35, M2M26-38\nOn July 28, 2025 the City Council awarded a contract to Green Giant Landscape Inc. for\nthe Citywide Bus Stop Improvements project in the amount of $3,247,680.00 (Contract\nNo. C2M25-35). In addition to the base bid amount, Green Giant Landscape Inc. submitted\n$1,453,952.00 under the alternative bid schedule for the bus stop improvements along\nValley Boulevard. There was a clerical error made in the Award of Contract and Agreement\nin that the alternative bid amount for the Valley Boulevard improvements was not properly\nincluded in the total contact award. The amendment is necessary to correct the\nadministrative error and to incorporate the previously submitted and intended alternative\nbid amount for the Valley Boulevard improvements into the contract. Green Giant\nLandscape Inc. is still the low bidder. All other provisions of contract C2M25-35 will remain\nunchanged.\nRecommended Action:\nCity Council amend contract C2M25-35 with Green Giant\nLandscape, Inc., subject to language review and approval by the City Manager and the\nCity Attorney for the Citywide Bus Stop Improvements Project; increase the total amount\nby $1,453,952.00, bringing the total contract amount to $4,701,632.00; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 16.\nCONTRACT AMENDMENT: PURCHASE OF CARBON FILTER MEDIA FOR THE\nGROUND WATER TREATMENT PLANT – F2M23-6B, C2M23-63, M2M26-39\nOn July 24, 2023, the City Council approved an award of contract to Calgon Carbon\nCorporation for the purchase of Filter Media for the Ground Water Treatment Plant, in an\namount not to exceed $175,000.00 per year, with two additional one-year renewal options,\nfor a total amount not to exceed $525,000.00 over a three-year period (Contract No.\nC2M23-63). Effective February 16, 2024, the City’s domestic water supply operates under\nPermit Amendment 1910001PA-006, issued by the State Water Resources Control Board,\nDivision of Drinking Water. This amendment mandates a non-detect standard for all\nVolatile Organic Compounds (VOCs). The City’s Ground Water Treatment Plant has\nfourteen carbon filters, each containing 20,000 pounds of granular activated carbon\ndesigned to remove the above-mentioned VOCs. Consequently, the City has increased\nthe frequency of its Granular Activated Carbon change-outs to ensure immediate removal\nof any detected traces of VOCs.\nRecommended Action:\nCity Council approve an amendment to Contract No.\nC2M23-63 with Calgon Carbon Corporation for the purchase of carbon filter media for the\nGround Water Treatment Plant, subject to final language approval by the City Manager\nand City Attorney, to increase the contract amount by $100,000.00 for additional ground\nwater filtering; and, direct staff to undertake the steps necessary to finalize Council’s\naction. 2.\n2025 CITY ACCOMPLISHMENTS REPORT – F2M25-28\nStaff will outline the 2025 Accomplishments Report which highlights many of the past\nyear’s achievements. The accomplishments align with the City’s Strategic Plan, which is\nprioritized to reflect the community’s core values. 20.\nSECOND READING AND ADOPTION OF AN ORDINANCE ADOPTING THE PRIMA\nFACIE SPEED LIMITS IN SCHOOL ZONES IN THE CITY – F2M26-7, O2M26-4857\nStaff is requesting that the City Council consider second reading and adoption of an\nordinance adding Section 11.08.075 to Chapter 11.08 of the Alhambra Municipal Code\nestablishing a prima facia speed limit of 20 miles per hour in school zones. The recent\npassage of AB 382 enabled cities to reduce the speed limit in school zones to 20 miles\nper hour when children are present. A school zone is defined as an area of 500 feet in all\ndirections on the roads adjoining a school. At the January 12, 2026 City Council meeting,\nCouncilwoman Adele Andrade-Stadler requested that an item be agendized setting a\nspeed limit of 20 miles per hour for the Council’s consideration. The City Council concurred\nin the request. The proposed ordinance will establish a prima facia speed limit of 20 miles\nper hour in school zones when children are present, with the posting of appropriate\nsignage to that effect. The proposed ordinance was given first reading at the February 9,\n2026 City Council meeting.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M26-4857: An Ordinance of the Alhambra City Council\nadding Section 11.08.075 to Chapter 11.08 of the Alhambra Municipal Code\nestablishing a prima facia speed limit of 20 miles per hour in school zones

3.\nMID-YEAR BUDGET REVIEW FOR FISCAL YEAR 2025-2026 AND RESOLUTION\nADOPTING FY 2025-26 BUDGET ADJUSTMENTS – F2M25-17, R2M26-4\nOn June 23, 2025, the City Council adopted the two-year budget for Fiscal Years 2025-\n26 and 2026-27. Staff is presenting the Mid-Year Budget Review to provide an update on\nthe Fiscal Year 2025-26 budget. During the fiscal year, unforeseen financial needs and\nopportunities typically arise, which require City Council approval of recommended\nadjustments to projected revenues and expenditures. Staff is presenting a mid-year\nBudget review to provide a Budget update for FY 2025-26. The Director of Finance will\nprovide the City Council will a high-level overview of audited actual results for Fiscal Year\n2024-25 and updated budget projections for Fiscal Year 2025-26. 4.\nADOPT A RESOLUTION MODIFYING RESOLUTION NO. R2M24-13 APPROVING\nVARIOUS CITY FEES AND SERVICE CHARGES – F2M24-39, R2M26-3, M2M26-40\nResolution No. R2M24-13 establishes the City’s Comprehensive Fee and Service Charge\nSchedule, which has historically been adjusted based on changes in the Consumer Price\nIndex. During the normal course of operations, staff identified certain services with\nrecoverable costs that were not included in the existing fee schedule. A fee study was\nconducted to evaluate these services and determine appropriate cost recovery levels. The\nrecommended fees will be presented for City Council consideration and proposed\ninclusion in the Comprehensive Fee and Service Charge Schedule. Staff recommends\nadoption of the revised fees as outlined in the February 23, 2026 staff report by the\nDirector of Finance.\nRecommended Action:\nCity Council adopt Resolution No. R2M26-3 entitled: A\nResolution of the Alhambra City Council modifying Resolution No. R2M24-13 approving\nvarious city fees and service charges; and, direct the Finance Director to make the\nnecessary budget adjustments for the approved fee and service charge charges. 5.\nCOUNCIL DISCUSSION CONCERNING HEALTH AND SAFETY STANDARDS FOR\nCERTAIN HOUSING PROJECTS, AUTOMATIC APPEALS OF SAME RETROACTIVE\nTO DECEMBER 1, 2025, AND DISPLACED TENANT ASSISTANCE – F2M26-7\nAt the January 26, 2026 Council Meeting and then again at the February 9, 2026 City\nCouncil Meeting, Councilmember Lee requested that the Council agendize a discussion\nconcerning two matters: 1.) Establishing health and safety standards for certain multi-\nstory, multi-family housing projects to better regulate those projects in proximity to single\nfamily residential properties; and, 2.) Requiring automatic appeals of multi-family housing\nprojects where objections concerning health and safety are made during the approval\nprocess, retroactive to December 1, 2025. A majority of the Council concurred in the\nrequest, with Mayor Maloney requesting that the topic of tenant assistance for those\ndisplaced by new housing projects also be discussed. The Council concurred in the\naddition of this topic. The City Attorney and Director of Community Development will\nprovide some legal context to assist in the Council’s discussion as it pertains to the\nfollowing: 1.) Health and Safety Standards for multi-family housing; 2.) Automatic appeals\nof certain multifamily housing projects retroactive to December 1, 2025; and, 3.) Tenant\nRelocation Assistance.\nRecommended Action:\nCity Council discuss and provide direction to City staff\nconcerning: 1. Health and Safety Standards for Certain Housing Projects; 2.) Automatic\nAppeals to the City Council of Certain Housing Projects Retroactive to December 1, 2025;\n3.) Displaced Tenant Assistance.

6.\nAWARD CONTRACT: WATER MAIN REPLACEMENT PROJECT ON SEVENTH\nSTREET BETWEEN VALLEY BOULEVARD AND SHORB STREET – F2M25-63,\nN2M25-174, C2M26-12, M2M26-30\nOn December 8, 2025, the City Council approved the distribution of Notice Inviting Bids\nfor the Water Main Replacement Seventh Street from Valley Boulevard to Shorb Street.\nOn February 5, 2026, bids were opened by the City Clerk. Five bids were received, which\nranged from amount of $444,760.00 to the high bid of $726,250. Ramona Inc. submitted\nthe lowest qualified bid at $444,760.00. Staff reviewed the bid submitted by Ramona Inc.,\nand found it to be in full compliance and conformance with the project’s specifications.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nRamona Inc. for the Water Main Replacement on Seventh Street from Valley Boulevard\nto Shorb Street in an amount not to exceed $444,760.00; determine that the Water Main\nReplacement Seventh Street from Valley Boulevard to Shorb Street Project is\ncategorically exempt from the California Environmental Quality Act (CEQA) pursuant to\nCEQA Guidelines Section 15301 (b); and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. 7.\nAWARD CONTRACT: POPLAR BOULEVARD REHABILITATION PROJECT (STPL-\n5130(024)) – F2M25-55, N2M25-145, C2M26-13, M2M26-31\nThe Notice Inviting Bids for the Poplar Boulevard Rehabilitation Project was approved for\ndistribution by the City Council on October 13, 2025. On December 4, 2025, the City Clerk\nreceived eight bids that ranged from $673,956.00 to $1,098,496.00. Staff reviewed the\nbids and found the one received from Gentry Brothers, Inc. in the amount of $673,956 to\nbe the lowest responsible bid. Gentry Brothers, Inc. has the necessary licenses to\ncomplete the work and has completed similar projects for the City of Alhambra.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Gentry Brothers, Inc. in the amount of\n$673,956.00 for the Poplar Boulevard Rehabilitation Project (HSIP-5130(024)); and, direct\nstaff to undertake the steps necessary to finalize the Council’s action. 8.\nNOTICE OF COMPLETION: GOLF\nCOURSE\nPARKING\nAREA\nLANDSCAPE\nENHANCEMENT PROJECT – F2M25-46, C2M25-43, M2M26-32\nOn October 13, 2025, the City Council awarded a contract to Four Seasons Landscaping\nInc. in the amount of $109,000 for the Golf Course Parking Area Landscape Enhancement\nproject. The City requested a change order to remove the old dying trees in the\nlandscaping area which totaled $16,000, which brings the contract total to $125,000. This\nproject has been inspected by staff, and all work has been completed in accordance with\nthe City’s requirements and specifications. As such, it would be appropriate for the City\nCouncil to accept this project as complete.\nRecommended Action:\nCity Council accept the work of SGD Enterprises DBA Four\nSeasons Landscaping, Inc. for the Alhambra Golf Course Parking Area Landscape\nEnhancement Project as complete in the amount of $125,000.00; direct the City Clerk to\nfile a Notice of Completion with the County of Los Angeles for recordation; instruction the\nFinance Director to release the 5% retention 35 days from the date of recordation if no\nliens and filed; and, direct staff to undertake the steps necessary to finalize Council’s\naction. 9.\nNOTICE OF COMPLETION: 2024 CDBG ADA RAMP PROJECT – F2M25-26, C2M25-\n17, M2M26-34\nOn April 28, 2025, the City Council awarded a contract to CJ Concrete, Inc. for the 2024\nCDBG ADA Ramp Project in the amount of $638,125.00. One change order was issued\nresulting in an increase of $21,193.50 for an additional ramp, making the final cost\n$659,318.50. The project has been inspected by staff and all work has been completed in\naccordance with the City’s requirements and specifications. As such, it would be\nappropriate for the City Council to accept this project as complete and instruct that the\nNotice of Completion be filed with the County of Los Angeles Recorder’s Office.\nRecommended Action:\nCity Council accept the work of CJ Concrete Construction,\nInc. for the 2024 CDBG ADA Ramp Project as complete in the amount of $659,318.50;\ndirect the City Clerk to file a Notice of Completion with the County of Los Angeles for\nrecordation; instruct the Finance Director to release the 5% retention 35 days from the\ndate of recordation if no liens are filed; and direct staff to undertake the steps necessary\nto finalize the Council’s action.
