5.\nCOUNCIL DISCUSSION CONCERNING HEALTH AND SAFETY STANDARDS FOR\nCERTAIN HOUSING PROJECTS, AUTOMATIC APPEALS OF SAME RETROACTIVE\nTO DECEMBER 1, 2025, AND DISPLACED TENANT ASSISTANCE – F2M26-7\nAt the January 26, 2026 Council Meeting and then again at the February 9, 2026 City\nCouncil Meeting, Councilmember Lee requested that the Council agendize a discussion\nconcerning two matters: 1.) Establishing health and safety standards for certain multi-\nstory, multi-family housing projects to better regulate those projects in proximity to single\nfamily residential properties; and, 2.) Requiring automatic appeals of multi-family housing\nprojects where objections concerning health and safety are made during the approval\nprocess, retroactive to December 1, 2025. A majority of the Council concurred in the\nrequest, with Mayor Maloney requesting that the topic of tenant assistance for those\ndisplaced by new housing projects also be discussed. The Council concurred in the\naddition of this topic. The City Attorney and Director of Community Development will\nprovide some legal context to assist in the Council’s discussion as it pertains to the\nfollowing: 1.) Health and Safety Standards for multi-family housing; 2.) Automatic appeals\nof certain multifamily housing projects retroactive to December 1, 2025; and, 3.) Tenant\nRelocation Assistance.\nRecommended Action:\nCity Council discuss and provide direction to City staff\nconcerning: 1. Health and Safety Standards for Certain Housing Projects; 2.) Automatic\nAppeals to the City Council of Certain Housing Projects Retroactive to December 1, 2025;\n3.) Displaced Tenant Assistance.
