11.\nNOTICE INVITING BIDS: CITY HALL ENERGY MANAGEMENT SYSTEM HVAC\nCONTROLS RETROFIT AND UPGRADE – F2M26-25, N2M26-20\nThe City Hall Energy Management System (EMS) is beyond its useful life, and it is no\nlonger supported by the manufacturer. This project will remove and replace the aging\nsystem with new hardware and furnish and install new controls and sensors needed for\nthe new system. Specifications have been prepared and will be included in the advertised\nNotice Inviting Bids.\nRecommended Action:\nCity Council authorize staff to issue a Notice Inviting Bids to\nprospective contractors for the City Hall Energy Management System (EMS) HVAC\nControls retrofit and upgrade, with bids due no later than 10:30 a.m. on April 2, 2026, and\nopened on 11:00 a.m. that same day; and, direct staff to undertake the steps necessary\nto finalize the Council’s action.
