20.\nSECOND READING AND ADOPTION OF AN ORDINANCE ADOPTING THE PRIMA\nFACIE SPEED LIMITS IN SCHOOL ZONES IN THE CITY – F2M26-7, O2M26-4857\nStaff is requesting that the City Council consider second reading and adoption of an\nordinance adding Section 11.08.075 to Chapter 11.08 of the Alhambra Municipal Code\nestablishing a prima facia speed limit of 20 miles per hour in school zones. The recent\npassage of AB 382 enabled cities to reduce the speed limit in school zones to 20 miles\nper hour when children are present. A school zone is defined as an area of 500 feet in all\ndirections on the roads adjoining a school. At the January 12, 2026 City Council meeting,\nCouncilwoman Adele Andrade-Stadler requested that an item be agendized setting a\nspeed limit of 20 miles per hour for the Council’s consideration. The City Council concurred\nin the request. The proposed ordinance will establish a prima facia speed limit of 20 miles\nper hour in school zones when children are present, with the posting of appropriate\nsignage to that effect. The proposed ordinance was given first reading at the February 9,\n2026 City Council meeting.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M26-4857: An Ordinance of the Alhambra City Council\nadding Section 11.08.075 to Chapter 11.08 of the Alhambra Municipal Code\nestablishing a prima facia speed limit of 20 miles per hour in school zones
