Granting a License to Extract 2,000 Acre-Feet of City’s\nGroundwater Pumping Allocation Rights for FY 2025-2026\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution approving a Water Right\nLicense and Agreement with Liberty Utilities (Park Water) Corp.\n(“Liberty”) granting a license to extract 2,000 acre-feet of the City’s\nunused groundwater pumping allocation rights for fiscal year 2025-\n2026, for a total amount of $100,000.\nATTACHMENTS:\nExhibit 1 - Resolution No. 2026-24\nExhibit 2- RFP, Proposal and Agreement
