12.\nWaive Council Policy 4.1 and approve a SaaS Subscription and Services Agreement with\nBenevate, LLC, dba Neighborly Software, in an amount not to exceed $250,000, for grant\nmanagement software for a term commencing February 14, 2026 and ending January 31, 2031;\nand designate the Director of Housing and Community Development, or designee, to as the\ncertifying official authorized to execute the agreement and all documents related to the\nadministration, management, and implementation of the agreement.
