13.\nApprove an agreement with Eagle Systems International, Inc., dba Synergy Companies, at an\nannual cost not to exceed $1,395,220 (initial-term aggregate equals $6,970,000), plus a 10%\ncontingency for as-needed extra services, for energy and water efficiency residential programs\nand direct installation services for an initial five year and up to two one-year optional extensions;\nand authorize the Public Utilities General Manager, or designees, to execute the agreement and\nall related or implementing documents, including any cost-neutral amendments, assignments,\nand documents contemplated by the agreement, and to take actions necessary to implement and\nadminister the agreement.
