9.\nAward a construction contract to the lowest responsible bidder, Asplundh Construction, LLC, in\nthe amount of $2,102,980.50, plus a 10% contingency, for Electric Utility Relocation Project at\nCerritos Avenue and Douglass Road; authorize the Director of Public Works, or designees, to\nexecute the contract and any related documents, including any cost-neutral amendments of the\ncontract and any contemplated by the contract, and to take such actions as are necessary,\nrequired, or advisable to implement and administer the contract; determine that the project is\ncategorically exempt from the California Environmental Quality Act pursuant to Sections\n15301(b), 15302(c) and (d), and 15303 of Title 14 of the California Code of Regulations; and\nauthorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions\nin accordance with Public Contract Code Section 22300.
