Conduct a public hearing to receive public comments;\n2 Approve a resolution approving Substantial Amendments to the fiscal years\n(FY) 2024–25 and 2025–26 Community Development Block Grant (CDBG)\nAnnual Action Plans and authorizing the City Manager or designee, to\namend, update, and submit the amended Plans to the U.S. Department of\nHousing and Urban Development (HUD); execute agreements with eligible\nsubrecipients; procure the services, supplies, programs, and equipment\nnecessary to implement the approved CDBG activities;\n3. Approve Amendment No. 1 to Agreement No. 25-2426 with Upwards Care,\nInc., extending the term of the agreement through March 31, 2026, to allow\nfor proper program closeout; and\n4.
