2.a. Annual Update Regarding Citywide Development Impact\nFees, Transit Oriented Development Packinghouse District\nDevelopment Impact Fees, and Residential Affordable\nHousing Impact Fees for Cost Recovery Fiscal Impact:\nThese Development Impact Fees are established for cost\nrecovery or statutory purposes only. There is no immediate\nfiscal impact associated with the recommended actions.\nThe adoption of revised development impact fees and\nresidential affordable housing impact fees will not have an\nimmediate impact on revenues to the City until effective\n60 days subsequent to adoption. This update adjusts most\nfees commensurate with the Construction Cost Index (CCI)\nand updates two specific fees commensurate with actual\ncosts, and therefore, does not provide unanticipated\nrevenue. The fees that are specifically being updated\nbeyond CCI commensurate with actual costs are the Public\nSafety Impact Fee (now known as Fire, Police Animal\nShelter fees) and TOD Sewer Impact Fee.\nRecommended Action: It is recommended that the City\nCouncil:\n1) Open the Public Hearing concerning the Citywide\nDevelopment Impact Fee Schedule, the Transit-\nOriented Development (TOD) Packing House\nDevelopment Impact Fee Schedule, and the\nResidential Affordable Housing Impact Fee Schedule;\nand\n2) Receive the staff report, consider all public testimony,\nask questions of Staff; and\n3) Close the public hearing; and\n4) Find that the recommended actions are exempt from\nthe California Environmental Quality Act (CEQA)\npursuant to Sections 15378(b)(4), 15061(b)(3), and\n15273 of the CEQA Guidelines, Section 21065 of the\nPublic Resources Code, and the City of Placentia Local\nGuidelines for implementing CEQA; and\n5) Adopt Resolution No. R-2023-20, a Resolution of the\nCity Council of the City of Placentia, California,\napproving updated Development Impact Fees\npursuant to Construction Cost Index to financially\nmitigate impacts to parks and recreational facilities,\nsewer facilities, transportation infrastructure, storm\ndrain facilities, Quimby in-lieu fees, and adopting\npublic safety (Fire, Police, Animal Shelter) fees\npursuant to the April 2023 Development Impact Fee\nNexus Study; and\n6) Adopt Resolution No. R-2023-21, a Resolution of the\nCity Council of the City of Placentia, California,\napproving updated Development Impact Fees\npursuant to Construction Cost Index to financially\nmitigate impacts to traffic and transportation\ninfrastructure, and streetscape infrastructure in the\nTransit Oriented Development area, and adopting\nsewer facilities fees in the Transit Oriented\nDevelopment area pursuant to the April 2023\nDevelopment Impact Fee Nexus Study; and\n7) Adopt Resolution No. R-2023-22, a Resolution of the\nCity Council of the City of Placentia, California,\napproving updated Citywide Residential Affordable\nHousing Impact Fees pursuant to Construction Cost\nIndex for residential developments citywide; and\n8) Direct City Staff to further evaluate and determine a\nmetric that most closely reflects the current cost\nindices average for cost trends for specific\nconstruction trade labor and materials in the current\nconstruction environment; and\n9) Direct City Staff to prepare a new Development\nImpact Fee Nexus Study Report to be employed for\nthe future update of both Cityside Development\nImpact Fees and Transit Oriented Development (TOD)\nImpact Fees for fiscal year 2024-25.\nStaff Report\nResolution R-2023-20 with Exhibit A\nResolution R-2023-21 with Exhibit A\nResolution R-2023-22 with Exhibit A\nCity Cost Index- Los Angeles\nDevelopment Impact Fee Nexus Study 2023
