D.\nAdoption of Resolution No. 2026-08 Approving a Three (3) Year\nMemorandum of Understanding Between the City of Rosemead and the\nRosemead Employee Association Professional and Confidential Unit,\nAFSCME Local 321, from July 1, 2025 Through June 30, 2028 The City\nCouncil will consider approval of a three-year Memorandum of\nUnderstanding ("MOU") with the Rosemead Employee Association\nProfessional and Confidential Unit ("P&C"), Local 321 of the American\nFederation of State, County, and Municipal Employees ("AFSCME")\ncovering all Professional and Confidential employees. The MOU details\nthe terms and conditions of employment and salary ranges effective July\n1, 2025, through June 30, 2028. City representatives negotiated the\ntentative agreement with the Union which has also been ratified by the\nUnion. AFSCME is the exclusive representative of employees in the City’s\nProfessional and Confidential Unit.\nRecommendation: That the City Council adopt Resolution No. 2026-08,\nentitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, APPROVING A THREE (3) YEAR\nMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF\nROSEMEAD AND THE ROSEMEAD EMPLOYEE ASSOCIATION\nPROFESSIONAL AND CONFIDENTIAL UNIT, AFSCME LOCAL 321 FROM\nJULY 1, 2025 THROUGH JUNE 30, 2028\nStaff Report
