C.\nAdoption of Resolution No. 2026-07 Authorizing the City Manager to\nExecute Program Supplemental Agreements with Caltrans for the\nCitywide Traffic Signal Improvement Project In 2025, the City secured a\n$2,572,380 grant from the Caltrans Highway Safety Improvement Program\nCycle 12 for a citywide traffic safety improvement project. In order to\ndraw down the funds, the California Department of Transportation\n(Caltrans) requires a Resolution from the City that designates the\nauthorized signatory to sign the said grant-related Program Supplement\nAgreements.\nRecommendation: That the City Council adopt Resolution No. 2026-07\nauthorizing the City Manager to execute the $2,572,380 Program Supplemental\nAgreements with Caltrans for the Citywide Traffic Signal Improvement Project.\nStaff Report

D.\nAdoption of Resolution No. 2026-08 Approving a Three (3) Year\nMemorandum of Understanding Between the City of Rosemead and the\nRosemead Employee Association Professional and Confidential Unit,\nAFSCME Local 321, from July 1, 2025 Through June 30, 2028 The City\nCouncil will consider approval of a three-year Memorandum of\nUnderstanding ("MOU") with the Rosemead Employee Association\nProfessional and Confidential Unit ("P&C"), Local 321 of the American\nFederation of State, County, and Municipal Employees ("AFSCME")\ncovering all Professional and Confidential employees. The MOU details\nthe terms and conditions of employment and salary ranges effective July\n1, 2025, through June 30, 2028. City representatives negotiated the\ntentative agreement with the Union which has also been ratified by the\nUnion. AFSCME is the exclusive representative of employees in the City’s\nProfessional and Confidential Unit.\nRecommendation: That the City Council adopt Resolution No. 2026-08,\nentitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, APPROVING A THREE (3) YEAR\nMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF\nROSEMEAD AND THE ROSEMEAD EMPLOYEE ASSOCIATION\nPROFESSIONAL AND CONFIDENTIAL UNIT, AFSCME LOCAL 321 FROM\nJULY 1, 2025 THROUGH JUNE 30, 2028\nStaff Report

E.\nAdoption of Resolution No. 2026-05, Amending the City of Rosemead\nConsolidated Salary Schedule for Fiscal Years 2025-26 Through 2027-28,\nIncluding Establishment of a Salary Range for the City Manager and\nUpdating the Professional and Confidential Group Salary Schedule\nCalifornia Code of Regulations Section 570.5 and amendments to Section\n571(b) require that a consolidated salary schedule, reflecting all City\nclassifications and corresponding salary ranges, be publicly available for\npurposes of determining eligible compensation for retirement.\nAccordingly, the consolidated salary schedule must be adopted by the\nCity Council, including compensation changes approved through a\nMemorandum of Understanding and/or employee salary and benefit\nresolutions. The proposed resolution adopts the City’s consolidated\nsalary schedule for Fiscal Years 2025-26 through 2027-28, establishes a\nsalary range for the City Manager position for purposes of AB 642\ncompliance, and incorporates approved cost-of-living adjustments for the\nProfessional and Confidential group. Adoption of the consolidated salary\nschedule ensures compliance with applicable regulatory requirements\nand accurately reflects authorized compensation actions.\nRecommendation: That the City Council adopt Resolution No. 2026-05,\nentitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, AMENDING THE CONSOLIDATED SALARY\nSCHEDULE IN COMPLIANCE WITH CALIFORNIA CODE OF REGULATIONS\nTITLE 2, SECTIONS 570.5 AND 571 FOR THE PERIOD JULY 1, 2025\nTHROUGH JUNE 30, 2028\nStaff Report

A.\nUpdate on Speed Hump Traffic Calming Applications On March 11, 2025,\nthe City Council adopted the Comprehensive Traffic Calming Policy\nestablishing the Neighborhood Traffic Management Program. The Speed\nHump policy was outlined within the Neighborhood Traffic Management\nProgram. In response to reported speeding concerns, staff reviewed 13\nstreet segments in accordance with the Speed Hump Policy. Of these, five\nsegments were identified as potentially eligible for speed hump\ninstallation based on the initial screening criteria; however, additional\nstaff evaluation was required to ensure full compliance with the policy.\nRecommendation: That the City Council receive and file this report.\nStaff Report

The program has been\npaused since 2020.\nRecommendation: That the City Council review and discuss the Public Safety\nConnections Administrative Policy No. 50-07 and provide direction.\nStaff Report
