(22)\n17-0981-S14\nCD 7\nCATEGORICAL EXEMPTION, NEGATIVE DECLARATION, and\nPLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE\nREPORT relative to activating a new streamlined permitting land use\nregulatory process, the Restaurant Beverage Program and Restaurant\nBeverage Program-Sensitive Use Zone, in Council District Seven.\nRecommendations for Council action, pursuant to Resolution\n(Rodriguez - Lee):\n1. Categorical Exemption pursuant to the California\nEnvironmental Quality Act (CEQA) Guidelines, Section\n15301 (Class 1); previously adopted Negative Declaration,\nNo. ENV-2018-4661-ND, adopted on February 9, 2022,\nand Findings pursuant to CEQA Guidelines Section 15162\nthat no subsequent Environmental Impact Report.\n2. RESOLVE, that by adoption of the Resolution attached to\nthe Council file, inclusive of the Map (Exhibit A) and\nFindings (Exhibit B) attached to the Resolution, the\nCouncil hereby activates a new streamlined permitting\nland use regulatory process, the Restaurant Beverage\nProgram and Restaurant Beverage Program-Sensitive\nUse Zone, that shall be in force and full effect in the\ngeographical boundaries attached in Exhibit A.\n3. RESOLVE, that based on the Findings outlined in Exhibit\nB relative to the geographic boundaries found in Exhibit A\nmaps, the Restaurant Beverage Program and Restaurant\nBeverage Program-Sensitive Use Zone are in conformity\nwith public necessity, convenience, general welfare, and\ngood zoning practice.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis on\nthis report.
