(29)\n23-1022-S25\nCD 13\nSTATUTORY EXEMPTION and HOUSING AND HOMELESSNESS\nand GOVERNMENT OPERATIONS COMMITTEES’ REPORT relative\nto a sublease agreement between with Hope the Mission to operate\nthe Tiny Home Village (THV) site located at 2301 West Third Street in\nCouncil District (CD) 13.\nRecommendations for Council action:\n1. DETERMINE that the funding allocation, lease, change in\nservice provider, and continued use for a period of\napproximately one year of the THV/low barrier navigation center\nlocated at 2301 West Third Street in CD 13 is statutorily exempt\nfrom California Environmental Quality Act (CEQA) under Public\nResources Code Section 21080.27.5, applicable low barrier\nnavigation centers and Government Code Section 8698.4(a)(4)\ngoverning homeless shelter projects under a shelter crisis\ndeclaration. Please refer to Notice of Exemption found in the\nBureau of Engineering report dated June 13, 2025, attached to\nCouncil file No. 23-1022-S16.\n2. AUTHORIZE the General Manager, General Services\nDepartment, or designee, to negotiate and execute a sublease\nagreement with Hope the Mission to operate the THV interim\nhousing site located at 2301 West Third Street in CD 13, under\nthe terms and conditions substantially outlined in the Municipal\nFacilities Committee (MFC) report dated December 17, 2025,\nattached to Council file No. 23-1022-S25.\nFiscal Impact Statement: The MFC reports that there is no anticipated\nimpact to the General Fund as a result of the recommendations in this\nreport. On July 2, 2025, the Mayor concurred with the Council’s\napproval of the City Administrative Officer report, Council file No. 23-\n1022-S16, which programmed $102,000 of Homeless Housing,\nAssistance and Prevention Round 5 (HHAP-5) funds to support lease\ncosts of the site through June 30, 2026. No funding is provided for this\nsublease agreement, since this is a no-cost agreement with the\nprovider.
