21.\nFirst Reading of an Ordinance to Amend Section 8-6 of the Santa Ana Municipal Code\n(SAMC) Pertaining to License Requirements of Contractors and Subcontractors to Include\nthe Collection and Disclosure of Information Regarding Pending or Prior Enforcement\nActions for any State or Federal Labor Violations (Revised 4/12/23)\nDepartment(s): Planning and Building Agency\nRecommended Action: Conduct a first reading of Ordinance Amendment No. 2023-02 –\nAn ordinance of the City Council of the City of Santa Ana amending Section 8-6 of the\nSanta Ana Municipal Code (SAMC) pertaining to license requirements of contractors and\nsubcontractors to include the collection and disclosure of information regarding pending or\nprior enforcement actions for any state or federal labor violations.\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING\nSANTA ANA MUNICIPAL CODE SECTION 8-6 RELATING TO LICENSE\nREQUIREMENTS OF CONTRACTORS AND SUBCONTRACTORS (includes\ndetermination that this Ordinance is not subject to the California Environmental Quality\nAct (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State CEQA\nGuidelines because it will not result in a direct or reasonably foreseeable indirect physical\nchange in the environment, as there is no possibility it will have a significant effect on the\nenvironment, and it is not a “project,” as defined in Section 15378 of the CEQA\nGuidelines).
