I.\nConsider declaring an emergency for a deteriorating storm drain and\nassociated replacement on the northbound direction of Crenshaw Boulevard\napproximately 830-feet north of Crest Road. (Mesker)\nRecommendation: 1) Adopt Resolution No. 2026-__ "A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES FINDING\nAND DECLARING, BY A FOUR-FIFTHS VOTE OF THE ENTIRE CITY\nCOUNCIL, THAT AN EMERGENCY EXISTS WHICH WILL NOT PERMIT THE\nCOMPETITIVE SOLICITATION OF BIDS TO REPAIR A STORM DRAIN\nLOCATED ON CRENSHAW BOULEVARD APPROXIMATELY 830-FEET\nNORTH OF CREST ROAD, AND AUTHORIZING THE CITY MANAGER TO\nAWARD A CONTRACT TO REPAIR AND REMEDIATE THE SAME"; and, 2)\nApprove a budget reallocation of $450,000 in the CIP Fund from Fiscal Year\n2025-26 Capital Improvement Program - Storm Drain Improvements at\nMontemalaga Canyon (Project 8726) to Storm Drain Asset Management\nProgram & Master Plan Update (Project 8701); and 3) Authorize the City\nManager to execute any emergency agreements to conduct the repairs and\nassociated work in a form approved by the City Attorney for ratification by the\nCity Council at a future meeting.\nAgenda Report
