(Fraley) (60 minutes)\nRecommendation: 1) Consider a petition from some area residents to\nremove the Avenida Classica Traffic Circles Pilot Project; 2) Consider the\nTraffic Safety Committee’s recommendation to continue with the traffic circle\nproject with recommended modifications; and, 3) Direct Staff to either: a.\nRemove the Avenida Classica traffic circles and discontinue the pilot project;\nor b. Continue with the Avenida Classica traffic circles project and implement\nthe improvements recommended in this staff report by awarding a Public\nWorks Agreement to Interstate Striping, Inc., in the amount of $37,000 with a\n15% contingency in the amount of $5,550 for a total not-to-exceed amount of\n$42,550; and, c. 2.\nConsider amending Rancho Palos Verdes Municipal Code (RPVMC) Chapter\n17.47 Mixed Use Overlay District (MUOD) and Chapter 17.48 Residential\nOverlay District (ROD). (Brandy) (15 mins)\nRecommendation: 1) Adopt Urgency Ordinance No. U, an urgency ordinance\nof the City Council of the City of Rancho Palos Verdes, California, amending\nChapter 17.47 (Mixed Use Overlay District (MUOD)) and Chapter 17.48\n(Residential Overlay District (ROD)) of Title 17 (Zoning) of the Rancho Palos\nVerdes Municipal Code to continue to effectuate the 2021-2029 Housing\nElement thereby requiring that new development and additions must allow 100\npercent residential use, residential use occupy at least 50 percent of the total\nfloor area of a mixed-use project, and the overlay is applicable to all new\ndevelopment projects in these overlay districts; and, 2) Initiate regular Code\nAmendment proceedings to the Zoning Code (Title 17 of RPVMC) thereby\nhaving the Planning Commission, in an advisory role, make recommendations\nto the City Council on proposed text amendments to Chapter 17.47 Mixed Use\nOverlay District (MUOD) and Chapter 17.48 Residential Overlay District (ROD)\nto require that any new development or additions in these districts must allow\n100 percent residential use and require that residential use occupy at least 50\npercent of the total floor area of a mixed-use project, and will also require that\nthe overlay is applicable to all new development projects in these overlay\ndistricts.\nAgenda Report
