5)\nREVIEW OF INVESTIGATION REPORT PREPARED BY GEMELLI EMPLOYMENT\nLAW REGARDING CONCERNS RAISED BY COUNCILMEMBERS AT SEPTEMBER\n16, 2025 COUNCIL MEETING\nIt is recommended that the City Council:\n1. Receive and file the Confidential Investigation Report prepared by Gemelli\nEmployment Law dated February 26, 2026;\n2. Direct staff and/or outside counsel to prepare and present recommendations\naddressing governance structure, lines of authority, and appropriate administrative\nprotocols within the council-manager form of government for consideration at a future\nduly noticed City Council meeting; and\n3. If the City Council wishes to consider any formal action in response to the\nInvestigation Report, direct staff to agendize such action for consideration at a future\nduly noticed City Council meeting.
