10.\nCONTRACT AUTHORIZATIONS FOR THE PURCHASE AND INSTALLATION OF THE\nJAIL AND STATION CONTROLLER SYSTEM – F2M26-6B, C2M26-15, C2M26-16,\nM2M26-44\nThe Police Department Jail Controller System was upgraded in 2016. The system is\ncurrently out of warranty and is no longer supported by the vendor. In addition, there have\nbeen some malfunctions that have required manual workarounds. Staff contacted three\nvendors to assess repair or replacement options. One vendor submitted a proposal of\n$178,836.99; one vendor was unable to provide a quote due to component limitations;\nand Intelli-Tech and Adrazen Networks submitted a combined proposal of $119,612.93.\nDue to the urgent need to secure jail and facility access operations, staff recommends\nproceeding with Intelli-Tech and Adrazen’s proposal in the amount of $119,612.93. The\nDepartment will purchase the equipment required directly from Intelli-Tech in the amount\nof $54,400.26 and Adrazen will complete the installation in the amount of $65,212.67.\nEmergency procurement is allowable under Alhambra Municipal Code Section 3.36.070,\nwhich authorizes emergency purchases when a breakdown in machinery or an essential\nservice requires immediate action to protect public health, welfare, or safety.\nRecommended Action:\nCity Council award two contracts, subject to final language\napproval by the City Manager and City Attorney for the procurement and installation of the\nJail Controller System to Intelli-Tech (procurement) in the amount of $54,400.26 and to\nAdrazen Networks (installation) in the amount of $65,212.67; authorize the Chief of Police\nto execute said agreements; direct the Finance Director to complete a budget transfer of\n$88,986.90 to the Capital Outlay Fund and to appropriate an additional $30,626.03 from\nthe Capital Outlay Fund to complete the project, for a total project cost of $119,612.93;\nand, direct staff to undertake the steps necessary to finalize the Council’s action.
