1.\nCERTIFICATE OF SERVICE: ROBERT MARQUEZ – F2M26-3\nMayor Maloney and the City Council wish to commend and thank Water Utility\nSupervisor Robert Marquez who recently retired after 24 years of faithful and loyal\nservice to the Utilities Department and the City of Alhambra. 10.\nCONTRACT AUTHORIZATIONS FOR THE PURCHASE AND INSTALLATION OF THE\nJAIL AND STATION CONTROLLER SYSTEM – F2M26-6B, C2M26-15, C2M26-16,\nM2M26-44\nThe Police Department Jail Controller System was upgraded in 2016. The system is\ncurrently out of warranty and is no longer supported by the vendor. In addition, there have\nbeen some malfunctions that have required manual workarounds. Staff contacted three\nvendors to assess repair or replacement options. One vendor submitted a proposal of\n$178,836.99; one vendor was unable to provide a quote due to component limitations;\nand Intelli-Tech and Adrazen Networks submitted a combined proposal of $119,612.93.\nDue to the urgent need to secure jail and facility access operations, staff recommends\nproceeding with Intelli-Tech and Adrazen’s proposal in the amount of $119,612.93. The\nDepartment will purchase the equipment required directly from Intelli-Tech in the amount\nof $54,400.26 and Adrazen will complete the installation in the amount of $65,212.67.\nEmergency procurement is allowable under Alhambra Municipal Code Section 3.36.070,\nwhich authorizes emergency purchases when a breakdown in machinery or an essential\nservice requires immediate action to protect public health, welfare, or safety.\nRecommended Action:\nCity Council award two contracts, subject to final language\napproval by the City Manager and City Attorney for the procurement and installation of the\nJail Controller System to Intelli-Tech (procurement) in the amount of $54,400.26 and to\nAdrazen Networks (installation) in the amount of $65,212.67; authorize the Chief of Police\nto execute said agreements; direct the Finance Director to complete a budget transfer of\n$88,986.90 to the Capital Outlay Fund and to appropriate an additional $30,626.03 from\nthe Capital Outlay Fund to complete the project, for a total project cost of $119,612.93;\nand, direct staff to undertake the steps necessary to finalize the Council’s action. 11.\nCONTRACT AMENDMENT WITH MOTOROLA SOLUTIONS, INC. FOR COMPUTER\nAIDED DISPATCH AND RECORDS MANAGEMENT SYSTEM (RMS) FOR THE\nPOLICE DEPARTMENT – F2M18-6B, C2M18-66, M2M26-45\nOn December 13, 2018, the City entered into contract no. C2M18-66 for the purchase of\nthe public safety Computer Aided Dispatch (CAD) and Records Management System\n(RMS) for a total of $1,127,388.85 under a five-year lease. By 2020, the CAD/RMS was\nimplemented, and it included a free year and one month of maintenance through June 30,\n2026. On June 27, 2022, the City Council approved a Contract Amendment to C2M18-66\nfor various enhancements and based on the amendment, another $90,286.64 in contract\ncosts were authorized, bringing the total contract amount to $1,217,675.49. Through June\n30, 2026, the expected expenditures for the CAD/RMS support services contract have\nbeen identified as $1,201,611.49, which is under the authorized amount. Currently, the\nsystem is operating on the 2022 version but needs an upgrade (server migration). This\nupgrade shall be included in the five-year support and maintenance costs, which when\nannualized are for an additional $540,860.93 for a contract total not to exceed\n$1,742,472.42 after adding the year-to-date actuals to the projected five-year costs. The\ncontract is expiring on June 30, 2026 and staff recommends dispensing with the\ncompetitive bid process under Municipal Code 3.38.050 to avoid operational disruptions.\nDue to the complexity of the current systems and the time required to transition to a new\nvendor, such change would likely cause delays and service interruptions, negatively\nimpacting operations.\nRecommended Action:\nCity Council approve a contract amendment with Motorola\nSolutions, Inc. (C2M18-66), subject to final language and approval by the City Attorney\nand the City Manager, for an additional five-years of service with Motorola Solutions, Inc.\nfor Computer Aided Dispatch (CAD) and Records Management System (RMS) (through\nJune 30, 2031) at an additional cost of $540,860.93 (for a contract total not to exceed\n$1,742,472.42); authorize the Chief of Police to execute the said amendment; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action. 3.\nADOPT RESOLUTION NO. R2M26-5 ACCEPTING THE 2026 CITY OF ALHAMBRA\nLOCAL HAZARD MITIGATION PLAN – F2M23-70, R2M26-5, M2M26-41\nIn July 2024, the City of Alhambra initiated a planning process to prepare for and reduce\nthe impacts of identified natural hazards, in accordance with federal requirements set forth\nin the Disaster Mitigation Act of 2000 (Public Law 106-390). The planning area for the\nHazard Mitigation Plan encompasses the entire City of Alhambra. The result of the\norganizational efforts has been to produce a Federal Emergency Management Agency\n(FEMA) and the California Governor’s Office of Emergency Services (Cal OES) approved\nmulti-hazard mitigation plan. Hazard mitigation is defined as any sustained action taken\nto reduce or eliminate long-term risk to life and property from a hazard event. Mitigation\nplanning is the systematic process of learning about the hazards that can affect the\ncommunity, setting clear goals, identifying appropriate actions, and following through with\nan effective mitigation strategy. The City of Alhambra Fire Department secured funding for\ndeveloping the Hazard Mitigation Plan with a FEMA Hazard Mitigation Assistance Grant.\nThe Plan presents the accumulated information in a unified framework to ensure a\ncomprehensive and coordinated plan covering all departments within the City of Alhambra.\nThe Plan was prepared in accordance with the Cal OES Local Hazard Mitigation Plan and\nFEMA Region 9 preparation guidelines. 4.\nAUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH\nCALTRANS FOR THE PA&ED, PS&E, AND R/W PHASES FOR THE FREMONT\nAVENUE INTERCHANGE PROJECT – F2M19-32, C2M26-17, M2M26-46\nStaff requests the City Council authorize entering into a Cooperative Agreement, subject\nto review and approval by the City Manager and the City Attorney, by and between the\nCity of Alhambra and the California Department of Transportation (Caltrans) to complete\nthe Project Approval and Environmental Document (PA&ED), PS&E (Plans,\nSpecifications, and Estimate), and Right-Of-Way (R/W) phases for the Fremont Avenue\nInterchange Project (Project). On March 2, 2026, the City of Alhambra received the\nCaltrans-approved PSR-PDS document for the Project. Approval of the PSR-PDS\ncompletes the project initiation phase and allows the Project to advance into the next\nstages of the Caltrans project development process, subject to execution of the proposed\nCooperative Agreement with Caltrans for the PA&ED, PS&E, and R/W phases. During the\nPA&ED phase, the City, in coordination with Caltrans, will continue refining the Project’s\npurpose and need, evaluating and developing alternatives, conducting technical studies,\nand coordinating with partner agencies and the community. The PA&ED phase is a critical\nstep in evaluating and refining alternatives that meet the Project’s purpose and need,\nincluding analysis of operational performance, safety considerations, environmental\nimpacts, and cost. The key activities associated with the PA&ED and PS&E phases are\nsummarized in the March 9, 2026 staff report by the Assistant City Manager and Director\nof Public Works & Utilities. As the Project advances into the PA&ED phase, project costs,\npublic and stakeholders input, environmental impacts, and technical data will be further\nevaluated. The phase typically begins with a kickoff meeting with the Project Development\nTeam (PDT). The kickoff meeting outlines roles and responsibilities and establishes\ncoordination procedures for the PA&ED phase. It also provides an opportunity to review\nthe project schedule, confirm technical study requirements, and discuss the anticipated\napproach for public outreach and stakeholder engagement.\nRecommended Action:\nCity Council authorize entering into a Cooperative\nAgreement, subject to review and approval by the City Manager and the City Attorney, by\nand between the City of Alhambra and the California Department of Transportation\n(Caltrans) to complete the Project Approval and Environmental Document (PA&ED),\nPS&E (Plans, Specifications, and Estimate), and Right-Of-Way (R/W) phases for the\nFremont Avenue Interchange Project (Project); and direct staff to undertake the steps\nnecessary to finalize the Council’s actions. 5.\nNOTICE INVITING BIDS: SEWER MAIN REPLACEMENT PROJECT ON GLENAVEN\nAVENUE, ORANGE GROVE AVENUE, MIDWICK DRIVE, LA GOLONDRINA AVENUE,\nAND ROSS AVENUE – F2M24-64, N2M26-29\nThe Sewer Master Plan identified the Sewer Replacement Project on Glenaven Avenue\n(from Glen View Dr. to Orange Grove Ave.), Orange Grove Avenue (from Glenaven Ave.\nto Midwick Dr.), Midwick Drive (from Orange Grove Ave. to West of Ramona Terrace),\nand at La Golondrina Avenue, and Ross Avenue as deficient in capacity. The existing 12-\ninch pipe is expected to be surcharged during existing and ultimate peak wet weather\nconditions. A portion will be surcharged during existing and ultimate peak dry weather\nconditions. The Master Plan recommends replacement of the existing sewer main with a\nlarger diameter sewer main. Plans and specifications have been prepared. Staff has\nreviewed the plans and found them to be consistent with the City’s standards.\nRecommended Action:\nCity Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Sewer Replacement Project on Glenaven Avenue, Orange\nGrove Avenue, Midwick Drive, La Golondrina Avenue, and Ross Avenue, due no later\nthan 10:30 a.m. on April 23, 2026 and opened at 11:00 a.m. that same day; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action.

6.\nAUTHORIZE\nRFP:\nCONSTRUCTION\nMANAGEMENT\nAND\nCONSTRUCTION\nINSPECTION SERVICES FOR POPLAR BOULEVARD REHABILITATION PROJECT\n(FEDERALLY FUNDED PROJECT STPL-5130(024)) – F2M25-55, RFP2M26-1\nOn October 13, 2025, the City Council approved the circulation of the Notice of Inviting\nBids for the construction of the Poplar Blvd Rehabilitation Project (STPL-5130(024)). On\nFebruary 23, 2026, the City Council awarded the construction contract. The project\nconsists of cold milling and overlaying Poplar Blvd. from Main St. to the west City limit.\nPursuant to the project, staff is seeking to distribute a Request for Proposals for\nConstruction Management and Construction Inspection Services.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for Construction Management and Construction Inspection Services for the\nPoplar Blvd Rehabilitation Project (Federally Funded Project STPL-5130(024)), with\nproposals due no later than 4:00 p.m. on April 9, 2026.

7.\nAUTHORIZE RFP: PROFESSIONAL INFORMATION TECHNOLOGY AND SUPPORT\nSERVICES FOR THE POLICE DEPARTMENT – F2M26-28, RFP2M26-2\nThe Police Department has been using a contracted firm for Professional Information\nTechnology and Support Services. The contract is due to expire on June 30, 2026. The\nDepartment is seeking a qualified firm with experience in the public safety field that will\nprovide critical information technology and support services, with emphasis on mobile and\nwireless technology, networking infrastructure, service and application administration,\nprogramming, project management and backup and recovery solutions. The selected firm\nwill also need to assist the Police Department with geographic information systems,\ncomputer aided dispatching, records management systems, body-worn camera and in-\ncar camera systems, and various other public safety applications. The awarded contract\nwill be for a five-year period from July 1, 2026 through June 30, 2031.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for Professional Information Technology and Support Services for the Police\nDepartment; and, direct staff to undertake the steps necessary to finalize Council’s action.

8.\nAPPROVAL OF A THIRD AMENDMENT TO THE CONTRACT WITH\nPERFORMANCE TRUCK REPAIR, INC. – F2M21-41, C2M21-35, M2M26-42\nOn May 10, 2021, the City Council awarded a contract to Performance Truck Repair Inc.\n(PTR) for preventive maintenance and service repair for emergency fire apparatus in the\nFire Department fleet in the amount of $265,000.00 annually. On June 27, 2022, the City\nCouncil approved an amendment to modify the amount to $365,000.00; and on April 14,\n2025, the City Council approved a second amendment to modify the amount to\n$465,000.00 annually. The contract is due to expire on June 30, 2026. Due to unforeseen\nmajor apparatus repairs and the age of the fleet, it is necessary to increase the contract\nby an additional $150,000.00 per year to continue the necessary maintenance and repairs\nfor the remainder of the fiscal year, including a one-year extension. The Fire Department\nwould like to continue to work with PTR. PTR has consistently been the lowest bidder in\nprevious years, and they have agreed to continue their service at the same rate and terms\nset in 2021. Therefore, staff recommends the City Council award a one-year contract\nextension.\nRecommended Action:\nCity Council approve an amendment to the contract\nbetween the City of Alhambra and Performance Truck Repair Inc. (Contract No. C2M21-\n35) for an additional amount of $150,000.00 to reflect a not to exceed amount of\n$615,000.00 annually; extend the contract for one additional year, subject to final\nlanguage approval by the City Manager and City Attorney; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 9.\nAPPROVAL OF CONTRACT AMENDMENT WITH SHARP PERFORMANCE – F2M26-\n16, K2M25-314, M2M26-43\nOn April 1, 2025, an agreement (K2M25-314) was established between City of Alhambra\nand Sharp Performance for the period of April 1, 2025, through March 31, 2026, which\nincluded the mobile app. Sharp Performance is a mental performance and coaching\nplatform designed for professionals in high-risk occupations, such as law enforcement first\nresponders. It was initially funded by the Officer Wellness grant in the amount of $34,800.\nThe Department continues to show steady increase in utilization of Sharp Performance\nwith 64% of sworn staff onboarded. Sharp Performance remains reliable and consistent\nand has demonstrated an understanding of our goal: to continue providing ongoing\nsupport to our sworn personnel. Staff is seeking to extend the agreement for a two-year\nperiod from April 1, 2026, through March 31, 2028, for an additional $71,200 for a total\ncontract price of $106,000. Sole source purchase is allowable per Municipal Code\n3.36.080 Section (B)(2). The JPIA will reimburse $15,000 per fiscal year for this extension.\nRecommended Action:\nCity Council approve an Amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to Contract No. K2M25-314\nbetween Sharp Performance and the City of Alhambra for its mobile application platform;\nextend the agreement through March 31, 2028; authorize the Chief of Police to execute\nsaid agreement; and, direct staff to undertake the steps necessary to finalize Council’s\naction.
