9.\nAPPROVAL OF CONTRACT AMENDMENT WITH SHARP PERFORMANCE – F2M26-\n16, K2M25-314, M2M26-43\nOn April 1, 2025, an agreement (K2M25-314) was established between City of Alhambra\nand Sharp Performance for the period of April 1, 2025, through March 31, 2026, which\nincluded the mobile app. Sharp Performance is a mental performance and coaching\nplatform designed for professionals in high-risk occupations, such as law enforcement first\nresponders. It was initially funded by the Officer Wellness grant in the amount of $34,800.\nThe Department continues to show steady increase in utilization of Sharp Performance\nwith 64% of sworn staff onboarded. Sharp Performance remains reliable and consistent\nand has demonstrated an understanding of our goal: to continue providing ongoing\nsupport to our sworn personnel. Staff is seeking to extend the agreement for a two-year\nperiod from April 1, 2026, through March 31, 2028, for an additional $71,200 for a total\ncontract price of $106,000. Sole source purchase is allowable per Municipal Code\n3.36.080 Section (B)(2). The JPIA will reimburse $15,000 per fiscal year for this extension.\nRecommended Action:\nCity Council approve an Amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to Contract No. K2M25-314\nbetween Sharp Performance and the City of Alhambra for its mobile application platform;\nextend the agreement through March 31, 2028; authorize the Chief of Police to execute\nsaid agreement; and, direct staff to undertake the steps necessary to finalize Council’s\naction.
