9J.\nAPPROVAL OF THE RESTRICTED GRANT AGREEMENT WITH THE DEPARTMENT\nOF TRANSPORTATION (CALTRANS) FOR THE COMMUNITY CLEANUP PROJECT\nAND APPROVAL OF APPROPRIATION OF FUNDS\nIn February 2026, the City received notice from the Department of Transportation\n(Caltrans) confirming the award of the Community Cleanup and Employment Pathway\n(CCEP) Grant Program for the proposed Community Cleanup Project. Caltrans is\nrequiring the City to provide the Restricted Grant Agreement (RGA) which is used to\ngovern the authorization and use of funds.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Accept the Community Cleanup and Employment Pathways Grant in the amount of\n$300,000; and\n3. Approve and authorize the City Manager to execute the Restricted Grant Agreement\n(RGA) (12-CCEP-04); and\n4. Appropriate a total of $300,000 from the General Fund (account # 101-3500-608100)\nand increase revenues in the Grants Fund (account # 227-0000-432300) in the same\namount being appropriated; and\n5. Authorize the City Manager to amend the adopted Fiscal Year (FY) 25/26 Operating\nBudget to include the Community Cleanup Project and create a Task Code to track\nexpenditures.\nEND OF CONSENT CALENDAR
