9G.\nAPPROVAL OF SUMMARY PUBLIC VACATION OF ALLEYWAY LOCATED NEAR\nCHESTNUT AVENUE IN THE CITY OF STANTON\nOn July 29, 2025, Travis Nicholson of TTS Engineering, Inc. submitted a request to the\nCity for vacation of the City’s property rights to use a 15-foot-wide alleyway located\nbetween Chestnut Avenue and another alleyway. The City Council may vacate these\nrights pursuant to the State Streets & Highways Code by considering and adopting a\nresolution of vacation when an excess right-of-way of a street or highway, including\nalleyways, is not required for street or highway purposes. City staff has reviewed the\nrequest and determined that a summary vacation of the City’s rights in the alleyway is\nappropriate.\nRECOMMENDED ACTION:\n1. City Council declare this project is categorically exempt under the California\nEnvironmental Quality Act (“CEQA”), Section 15061(b)(3) (“common sense\nexemption”) CEQA applies only to projects which have the potential for causing a\nsignificant effect on the environment; and\n2. Adopt Resolution No. 2026-04 summarily vacating the City’s property interest in an\nalleyway located near Chestnut Avenue, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, VACATING A PORTION OF A PUBLIC ALLEY LOCATED\nNEAR CHESTNUT AVENUE IN THE CITY OF STANTON, PURSUANT\nTO STREETS AND HIGHWAYS CODE SECTIONS 8300 ET SEQ.”.

9H.\nAPPROVAL OF WASTE INFRASTRUCTURE SYSTEM ENTERPRISE (WISE)\nAGREEMENT WITH THE COUNTY OF ORANGE\nAs the current Waste Disposal Agreement (WDA) approaches the end of its term, Orange\nCounty Waste & Recycling (OCW&R) has developed the Waste Infrastructure System\nEnterprise (WISE) Agreement as its successor to address rising operational costs,\nregulatory requirements, and long-term landfill needs. The WISE Agreement introduces\na phased disposal rate structure and updated terms to maintain continued landfill access\nand reliable solid waste disposal services for the City.\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per\nSection15378(b)(5) [Project does not include]: organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment; and\n2. Approve the Waste Infrastructure System Enterprise (WISE) Agreement with the\nCounty of Orange for municipal solid waste disposal rates and services; and\n3. Approve the Franchise Hauler Acknowledgement with CR&R Incorporated for\ncompliance with obligations under the Waste Infrastructure System Enterprise (WISE)\nAgreement; and\n4. Authorize the City Manager to execute the Waste Infrastructure System Enterprise\n(WISE) Agreement and Franchise Hauler Acknowledgement.

9I.\nACCEPTANCE OF THE 8900 AND 8911 PACIFIC AVENUE DEMOLITION PROJECT\nBY THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA\nThe 8900 and 8911 Pacific Avenue Demolition Project consisting of the demolition and\nabatement of two vacant 4-plex buildings located at 8900 and 8911 Pacific Avenue is now\ncomplete. The final construction cost for the project was $150,000, the contract award\namount. The City Engineer, in his judgment, certifies that the work was satisfactorily\ncompleted as of February 19, 2026, and recommends that the City Council accept the\ncompleted work performed on this project.\nRECOMMENDED ACTION:\n1. City Council find that the project is categorically exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301(l)(3), Class 1 – minor\nalteration and demolition of existing small structures; and\n2. Accept the completed improvements for the 8900 and 8911 Pacific Avenue Demolition\nProject as certified by the City Engineer, and establish February 19, 2026, as the\nofficial date of completion; and\n3. Approve the final construction contract amount of $150,000.00 with Integrated\nDemolition and Remediation, Inc.; and\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion (Attachment) with the County Clerk-Recorder of the County of Orange;\nand\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to\nIntegrated Demolition and Remediation, Inc. in the amount of $7,500.00.

9J.\nAPPROVAL OF THE RESTRICTED GRANT AGREEMENT WITH THE DEPARTMENT\nOF TRANSPORTATION (CALTRANS) FOR THE COMMUNITY CLEANUP PROJECT\nAND APPROVAL OF APPROPRIATION OF FUNDS\nIn February 2026, the City received notice from the Department of Transportation\n(Caltrans) confirming the award of the Community Cleanup and Employment Pathway\n(CCEP) Grant Program for the proposed Community Cleanup Project. Caltrans is\nrequiring the City to provide the Restricted Grant Agreement (RGA) which is used to\ngovern the authorization and use of funds.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) – Organizational or administrative\nactivities of governments that will not result in direct or indirect physical change in the\nenvironment; and\n2. Accept the Community Cleanup and Employment Pathways Grant in the amount of\n$300,000; and\n3. Approve and authorize the City Manager to execute the Restricted Grant Agreement\n(RGA) (12-CCEP-04); and\n4. Appropriate a total of $300,000 from the General Fund (account # 101-3500-608100)\nand increase revenues in the Grants Fund (account # 227-0000-432300) in the same\namount being appropriated; and\n5. Authorize the City Manager to amend the adopted Fiscal Year (FY) 25/26 Operating\nBudget to include the Community Cleanup Project and create a Task Code to track\nexpenditures.\nEND OF CONSENT CALENDAR
