B.\nPublic Hearing to Adopt Resolution No. 2026-11, Authorizing an\nAmendment to the California Department of Housing and Community\nDevelopment Permanent Local Housing Allocation (PLHA) Program Five-\nYear Plan In 2022, the California Department of Housing and Community\nDevelopment (HCD) awarded the City $1,983,626 in PLHA funds for\nhousing-related projects and programs that assist in addressing the\nunmet housing needs of the City. As part of the process, the City adopted\na PLHA Program Five-Year Plan, which outlined the City’s strategy to\ncarry out activities that will increase the affordable housing supply.\nDuring that time, the City intended to allocate funds for new\nhomeownership units. To date, the funds have not been expended and\nalthough the amendment period for the 2019, 2020, and 2021 PLHA\nallocations have expired, HCD is authorizing the City a one-time exception\nto amend the Five-Year Plan.\nRecommendation: That the City Council take the following actions:\n1.\nConduct the Public Hearing and take any public comments;\n2.\nAdopt Resolution No. 2026-11, entitled: A RESOLUTION OF THE\nCOUNCIL OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA AMENDING THE PERMANENT LOCAL\nHOUSING ALLOCATION PROGRAM (PLHA) FIVE-YEAR PLAN\n3.\nAuthorize the Mayor or her designee to execute a Standard\nAgreement, any amendments, and all other related program\ndocuments with the Housing and Community Development PLHA\nProgram.\nStaff Report
