A.\nPublic Hearing Pursuant to Government Code Section 34458 on Draft City\nCharter On July 23, 2024, the City Council gave direction to place the\nproposed charter measure on the ballot at the November 3, 2026\nstatewide general election. The City Council directed that a draft charter\nbe set for public hearing pursuant to State law. This is the first public\nhearing required by State law on the draft charter. The City Council will be\nconducting a second hearing on the draft charter at a special meeting on\nApril 21, 2026. After holding a second hearing on the draft charter, the\nCity Council may vote to adopt a motion submitting the proposed charter\nto the City’s voters. The City Council must wait 21 days after the second\npublic hearing before adopting this motion. The deadline to submit the\ncharter to the County for inclusion on the ballot for the November election\nis August 7, 2026.\nRecommendation: That the City Council take the following actions:\n1.\nConduct the Public Hearing and take any public comment;\n2.\nDiscuss the Charter and provide direction on the City charter; and\n3.\nDirect that the next Public Hearing be noticed for April 21, 2026\nStaff Report

B.\nPublic Hearing to Adopt Resolution No. 2026-11, Authorizing an\nAmendment to the California Department of Housing and Community\nDevelopment Permanent Local Housing Allocation (PLHA) Program Five-\nYear Plan In 2022, the California Department of Housing and Community\nDevelopment (HCD) awarded the City $1,983,626 in PLHA funds for\nhousing-related projects and programs that assist in addressing the\nunmet housing needs of the City. As part of the process, the City adopted\na PLHA Program Five-Year Plan, which outlined the City’s strategy to\ncarry out activities that will increase the affordable housing supply.\nDuring that time, the City intended to allocate funds for new\nhomeownership units. To date, the funds have not been expended and\nalthough the amendment period for the 2019, 2020, and 2021 PLHA\nallocations have expired, HCD is authorizing the City a one-time exception\nto amend the Five-Year Plan.\nRecommendation: That the City Council take the following actions:\n1.\nConduct the Public Hearing and take any public comments;\n2.\nAdopt Resolution No. 2026-11, entitled: A RESOLUTION OF THE\nCOUNCIL OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA AMENDING THE PERMANENT LOCAL\nHOUSING ALLOCATION PROGRAM (PLHA) FIVE-YEAR PLAN\n3.\nAuthorize the Mayor or her designee to execute a Standard\nAgreement, any amendments, and all other related program\ndocuments with the Housing and Community Development PLHA\nProgram.\nStaff Report

B.\nRequest to Add and Proclaim the Month of April as Fair Housing Month\nand Donate Life Month to the Approved List of Proclamations for Year\n2026 The Fair Housing Foundation and OneLegacy have each requested\nthat the Rosemead City Council proclaim the month of April in recognition\nof their respective causes. The Fair Housing Foundation is requesting a\nproclamation declaring April as Fair Housing Month, while OneLegacy is\nrequesting a proclamation declaring April as DMV/Donate Life Month.\nApril has been recognized as Fair Housing Month since the enactment of\nfederal fair housing legislation in 1968. Each year, national organizations\npromote awareness of equal housing opportunities through various\nevents and educational activities. Additionally, April is observed as\nDMV/Donate Life Month. This nationwide effort raises awareness about\norgan, eye, and tissue donation and encourages individuals to register as\ndonors often when applying for or renewing a driver’s license or\nidentification card at their local Department of Motor Vehicles (DMV).\nRecommendation: That the City Council approve the request to add the Fair\nHousing Month and Donate Life Month Proclamations to the list of Approved\nProclamations list for Year 2026 and schedule the presentations to a\nsubsequent City Council meeting.\nStaff Report

C.\nFirst Amendment to Agreement with CultivaLA, Inc. for General Services\nof the Del Mar Avenue and Glendon Way Community Gardens The Parks &\nRecreation Department seeks to amend the General Services Agreement\nwith CultivaLA, Inc., which provides community garden support services\nat the Del Mar Avenue and the Glendon Way Community Gardens.\nCultivaLA, Inc. offers a variety of programs designed to enrich the lives of\nresidents and enhance the experience of Community Garden users.\nRecommendation: That the City Council approve the First Amendment with\nCultivaLA, Inc. and authorize the City Manager to execute the First Amendment\non behalf of the City.\nStaff Report

D.\n2025 General Plan and Housing Element Annual Progress Reports\nCalifornia Government Code §65400 requires the filing of both a General\nPlan and Housing Element Annual Progress Report by April 1st of each\nyear, for the prior calendar year, with the Governor’s Office of Land Use\nand Climate Innovation and the Department of Housing and Community\nDevelopment. State law also requires that the Annual Progress Reports be\npresented at a public meeting before the City Council where members of\nthe public are given an opportunity to comment on the City’s progress.\nRecommendation: That the City Council take the following actions: 1. Receive\nand file the 2025 Annual Progress Reports; and 2. A.\nAthletic Field Use and Allocation Policy Staff will present a revised\nAthletic Field Use and Allocation Policy to the Rosemead City Council that\nestablishes fair, transparent, and equitable access to municipal sports\nfields for all user groups and organizations. The revisions incorporate\nfeedback from the Parks Commission, including an increase to the\nminimum residency percentage required to qualify as a Resident Non-\nProfit Organization.\nRecommendation: That the City Council review and provide direction on the\nParks Commission's recommendation to increase the minimum residency\nrequirement to 35% for an organization to qualify as a Resident Non-Profit\nOrganization.
