D.\n2025 General Plan and Housing Element Annual Progress Reports\nCalifornia Government Code §65400 requires the filing of both a General\nPlan and Housing Element Annual Progress Report by April 1st of each\nyear, for the prior calendar year, with the Governor’s Office of Land Use\nand Climate Innovation and the Department of Housing and Community\nDevelopment. State law also requires that the Annual Progress Reports be\npresented at a public meeting before the City Council where members of\nthe public are given an opportunity to comment on the City’s progress.\nRecommendation: That the City Council take the following actions: 1. Receive\nand file the 2025 Annual Progress Reports; and 2. Direct the Community\nDevelopment Department to submit the 2025 General Plan and Housing\nElement Annual Progress Reports to the Governor's Office of Land Use and\nClimate Innovation and California Department of Housing and Community\nDevelopment by April 1, 2026.\nStaff Report
