6) CONSIDERATION OF CONSTRUCTION AGREEMENT FOR FY 2022-23 RESIDENTIAL\nSTREETS REHABILITATION PROGRAM - PROJECT NO. 23014\nIt is recommended that the City Council take the following actions:\n1. Award the construction agreement for the FY 2022-23 Residential Streets Rehabilitation\nProgram (Project No. 23014) to Vance Corporation as the lowest responsible bidder;\n2. Authorize the City Manager to negotiate and execute an agreement with Vance\nCorporation for $2,958,945.00, in substantially the form as attached and in such final\nform as approved by the City Attorney;\n3. Authorize the City Manager to negotiate and execute any amendments up to 15% of the\nawarded contract amount;\n4. Find that the project is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or\nReconstruction); and\n5.
