8I.\nPreparation and Filing of the Encinitas Landscape and Lighting District Annual\nReport.  Environmental Considerations: The action being considered by the\nCity Council is exempt from the California Environmental Quality Act (CEQA)\nbecause it is not a "project" under Section 15061(b)(3) of CEQA Guidelines\nbecause it can be seen with certainty that there is no possibility that the\nactivity in question may have a significant effect on the environment.
