8K.\nAmendment No. 2 to the Professional Services Agreement (PSA) with Psomas\nfor additional Construction Management & Inspection Services (CM&I) support\nfor the Leucadia Streetscape Segment C West Project (CS23D) and North\nCoast Highway 101 Drainage Improvements Project (CD23A) (together\nreferred to as "Project").  Environmental Considerations: Pursuant to the\nCalifornia Environmental Quality Act, environmental clearance for the project\nwas provided under the Final Environmental Impact Report for the North Coast\nHighway 101 Streetscape Improvement Project (10-035 DR/CDP/EIR and 10-\n036 GPA/SPA/LCPA) and the Addendum to the Final Environmental Impact\nReport (SUBC-005527-2022) and NEPA was completed (HUD Grant No. B-\n23-CP-0159, SCH No. 2015091084) for the North Highway 101 Drainage\nImprovements Project (CD23A).  Contact Person: Interim Assistant Director of\nEngineering Widelski\nRecommended Action: 1) Authorize the City Manager or her designee, in\nconsultation with the City Attorney, to execute Amendment No. 2 to the\nAgreement with Psomas for Construction Management and Inspection\nServices (CM&I) and public outreach services in substantial form, for the\nLeucadia Streetscape Segment C West Project (CS23D) and North Highway\n101 Drainage Improvements Project (CD23A), to add $672,000 of capacity to\nthe professional consultant agreement, for a new not-to-exceed amount of\n$3,015,575 over the duration of the agreement; and 2) Adopt City Council\nResolution No. 2026-17, titled, "A Resolution of the City Council of the City of\nEncinitas, California, Amending the Fiscal Year 2025-26 Budget."\n2026-03-11 Item 08K Streetscape PSOMAS CM&I Contract Amendment 2
