Preliminary report and budget recommendations to the City Council on the\ncitywide Facilities Condition Assessment.  Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty\nthat there is no possibility that the activity in question may have a significant\neffect on the environment.
