(9)\n24-0069-S3\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\na proposed Second Amendment to Contract No. C-143134 between\nthe Los Angeles Housing Department (LAHD) and GCAP Services,\nInc., for Prevailing Wage Compliance Services.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the General Manager, LAHD, or designee to:\na. Execute a Second Amended and Restated Agreement to\nCity Contract No. C-143134 with GCAP Services, Inc. for\nprevailing wage compliance services to increase the\ncompensation amount by $326,250 for a revised total\nmaximum allowable compensation of $1,526,250 and\nextend the contract term by 18 months through October\n31, 2027, in substantial conformance with the Agreement\ncontained in the City Administrative Officer (CAO) report\ndated February 18, 2026, attached to Council file No. 24-\n0069-S3, subject to the review and approval of the City\nAttorney as to form, funding availability, and compliance\nwith the City’s contracting requirements.\nb. Disencumber $150,000 in unexpended funds from City\nContract No. C-143497 with Ellana, Inc., and transfer\nfunding to City Contract No. C-143134 with GCAP\nServices, Inc.\nc. Prepare Controller instructions and any technical\nadjustments consistent with the Mayor and Council intent\non this matter, subject to the approval of the CAO.\n2. INSTRUCT the LAHD and the Bureau of Contract\nAdministration (BCA) to report back in 120 days with a transition\nplan for staff and programs related to consolidating Prevailing\nWage Monitoring staff to BCA.\nFiscal Impact Statement: The CAO reports that funding for the\nproposed Second Amended and Restated Agreement is provided in\nFund No. 100/43 Contractual Services account in Fiscal Year 2025-\n26. Funding for Fiscal Year 2026-27 is subject to approval by the\nMayor and Council through the annual budget process. The City’s\nfinancial obligation will be limited to funds appropriated for this\npurpose. There is no additional impact to the General Fund.\nFinancial Policies Statement: The CAO reports that the\nrecommendations in this report comply with the City’s Financial\nPolicies in that current operations will be funded by current revenues.
