(6)\n26-0073\nCD 14\nGOVERNMENT\nOPERATIONS\nand\nTRANSPORTATION\nCOMMITTEES’ REPORT relative to development of a City Asset\nMonetization Pilot Program in Council District (CD) 14.\nRecommendations for Council action, pursuant to Motion (Jurado –\nHutt):\n1. INSTRUCT the Chief Administrative Officer (CAO), in\ncoordination with the Chief Legislative Analyst (CLA), General\nServices Department, Boards of Public Works, and relevant\ndepartments, to design a City Asset Monetization Pilot Program\nin CD 14 for a period of 24 months. The design report shall\ninclude the identification of rooftops of City-owned facilities for\nsolar energy generation and telecommunications infrastructure,\nCity-owned parking facilities for EV charging concessions and\nmobility hubs, and under-utilized City parcels, particularly near\ntransit, for ground leases and temporary or interim uses.\n2. INSTRUCT the CAO to report with the following:\na. Identification of inventory of pilot assets in CD 14 and\nrecommended monetization mechanisms by asset type.\nb. A detailed program proposal that includes revenue\nprojections and implementation costs, a legal review and\nprocurement pathway, a community engagement plan,\nand methods for participating departments to provide\nsemi-annual public reports on revenue generated, asset\nperformance, and reinvestment outcomes.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
